In Lebanon, HA provides holistic services focusing on psychosocial support, violence prevention, livelihoods strengthening and social cohesion to diverse vulnerable populations affected by the Syrian refugee crisis, including women and girls, Lesbian, Gay, Bisexual, Transgender and Intersex (LGBTI) individuals, and survivors of Sexual and Gender Based Violence (SGBV), torture and trauma.
 
Summary: The SGBV Project Manager will ensure effective implementation of Heartland Alliance (HA)’s Sexual and Gender-Based Violence (SGBV) project based on a results-oriented approach and in accordance with HA and donor requirements. S/he will manage project staff and affiliates, ensure effective coordination with the donor and partners, and oversee financial and project reporting.
 
Essential Duties and Responsibilities:

Ensure coherent and effective implementation of the project, using a results-oriented approach that incorporates creativity, innovation, and responsiveness to emerging needs, and ensures high quality monitoring and reporting.
Oversee project activities and supervise project staff for quality control and continuous mentoring and training.
Closely monitor and oversee project activities including trainings and awareness-raising sessions with diverse participants.
Ensure participation and engagement of community members in project implementation.
Liaise with donor; coordinate timely delivery of high quality project and financial reporting to the Country Director and Regional Director.
Oversee budget management, procurement and sub-contracting; coordinate with finance and administration staff to monitor project spending.
Provide overall supervision and leadership to project staff at HA’s Beirut office and 4 centers in the North, South, Bekaa and Beirut regions of Lebanon.
Work with M&E officer to evaluate progress towards expected project results according to the project performance monitoring framework, including monitoring of contracts/ project results of the partners and donors towards projected results documents and applies lessons learned to adjust the project implementation.
Undertake monitoring missions, including consultations with partners and donors.
Provide regular feedback and technical backstopping to Country Director.
Facilitate and strengthen collaboration with partners and stakeholders.
Provide financial and technical oversight to local partners.
Ensure ongoing communication between donors and key project partners.

Supervisory Responsibilities: The Project Manager is responsible for the direct supervision of project staff at the HA office and 4 centers throughout the country. Responsibilities include participating in the trainings; planning, assigning, and directing work; appraising performance; addressing complaints and resolving problems.

Education and/or Experience: Significant management experience working in an emergency response contexts or fragile states. Expertise in gender, women’s rights and human rights required. Experience with vulnerable populations, including immigrant and refugee populations and SGBV survivors required; experience implementing start up projects a plus. Experience working with elected officials and/or administrative agencies. Ability to lead teams and mentor staff.
Language Skills:  Must have written and spoken fluency in English and Arabic or French.
Communication Skills: Listens and gets clarification, responds well to questions and feedback, participates in meetings, effectively communicate utilizing a variety of technologies such as phone or video phone (i.e. Skype), writes clearly and informatively, and edits work for style, clarity, spelling and grammar.
Computer Skills: Proficiency in Microsoft Office, Internet Explorer, Outlook/Exchange; Windows operating systems; and other software routinely used by Heartland Alliance.
Reasoning Ability: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
