Essential Duties and Responsibilities:  Heartland Alliance International (HAI) seeks a Monitoring & Evaluation (M&E) Officer to support the continued growth of a culture and practice of high-quality design, monitoring, evaluation, and learning for HAI’s Lebanon programming. The M&E Officer will be based in the Beirut office and will be responsible for overseeing and coordinating the monitoring and evaluation of HAI’s projects in north Lebanon, and to ensure learning is shared internally and externally. The post holder will work closely with program staff and provide advice and guidance on M&E tools, processes and best practice. The post holder will also take part in internal evaluations, ensuring that learning is fed back into the design and adjustment of projects.
Duties and Responsibilities:
 

The M&E Officer is responsible for providing direct support to the Project Manager in Beirut, including contributing to the planning and implementation of the HAI Lebanon M&E strategy – with a specific focus on GBV programming;
Act as a focal point for quantitative and qualitative monitoring throughout the project cycle, including undertaking regular field visits to support M&E activities; 
Provide technical assistance to project and partner staff on implementing project-based DMEL, ensuring compliance with HAI and donor requirements;
Facilitate reflection meetings with project and partner staff to review project data, identify challenges with project implementation and monitoring, and plan for corrective adjustments;
Assist in the preparation of internal and external project reporting, including monthly and quarterly project updates;
Assist in the preparation of M&E plans and narrative during the proposal development process;
Such other tasks as needed for effective implementation of the project. 

Lead the development of an M&E plan and implement the daily/weekly/monthly work plan project and monitor and report back on progress against this plan;

Work with project staff to ensure that M&E activities are integrated into project designs and sufficiently budgeted for;
Through training and accompaniment, build knowledge and skills of staff and partners in monitoring and evaluation methods and tools including logical frameworks, data collection, data analysis and result-oriented programming;

Education and/or Experience:

A Bachelor degree in social sciences, community or international development, public health, social work or similar.
A minimum of two years of experience in humanitarian and/or development work.
At least one year experience in an M&E position.
Training and capacity development experience.
Experience in participatory assessments and monitoring, quantitative/qualitative data collection/processing, facilitation and interviews with groups and individuals.
Familiar with qualitative and quantitative data analysis
Familiar with the development of output and outcome level performance measurement indicators and targets
Demonstrated ability to clearly and concisely communicate results of M&E activities in both written and oral formats
Good contextual knowledge of Lebanon – including national/local issues, community priorities, social and cultural realities/constraints, and organizational relationships.
Strong IT skills – particularly with Microsoft Office suite (good Excel skills essential);

 
Ideally you will also have:

A Masters degree in social sciences, community or international development, public health, social work or similar.
Proficiency in statistical analysis software such as SPSS or R
Experience working in Protection, including knowledge of principles in Child Protection and GBV
Fluency in Arabic and English for conversation, note taking and reporting.
