Job purpose:

The MEAL manager's primary responsibilities include ensuring project quality, enhancing information dissemination and management, and promoting knowledge sharing and learning within the organization. He/she will oversee the implementation and supervision of MEAL activities, establish, and uphold MEAL standards and procedures, and align strategic priorities with HAND MEAL policy for continual improvement of the MEAL system.

Job responsibilities

Systems Development:

  • Implementing an appropriate and effective M&E system that brings together project and programme partners during the monitoring plan design, data collection, information management, evaluation, accountability to affected persons.
  • Leading on the overall MEAL system and ensure synergy between the different M&E, humanitarian accountability, information management & learning processes.Ensure that the overall MEAL system is developed based on local capacity, cost-effective approaches and sustainable processes.
  • Ensuring adherence to the implementation of MEAL plans across all projects on a regular basis according to the schedule and ensuring the implementation of the activities without any deviation and raising it on a regular basis to the project coordinator and evaluation officer in HAND.

Monitoring, Evaluation, information Management:

  • Ensuring all approved projects have M&E, Humanitarian Accountability & Information management processes that are aligned to the country level MEAL System and meets the required standards.
  • Ensuring monitoring processes are systemized, in ways that meet donor requirements, and are cost-effective, avoids duplicative processes.
  • Developing tools for quantitative and qualitative data, oversee the initial stages of data collection, supervise data validity and quality of analysis.
  • Ensuring M&E and Accountability findings are presented at the program review meetings on a regular basis, and to donors through the implementation of timely and quality MEAL activities leading to timely and accurate reporting.
  • Providing technical support to staff to ensure effective implementation of the Feedback and Complaints mechanism in all project locations.
  • Receiving complaints and feedback from beneficiaries through all HAND available channels, ensure adequate referrals and complaints management by relevant colleagues.
  • Managing complaints registrar and ensure adequate filing of complaints reports, keeping with principles of confidentiality.
  • Overseeing the development, on-going modifications, strengthening and functioning of the country-level data management.
  • Helping identify and design innovative practices to improve organizational efficiency and effectiveness in M&E, Humanitarian accountability, Information management and general project management.
  • MEAL processes including methodologies, sampling, tools and reports respect minimum MEAL standards and rigor.

Learning and Reporting:

  • Ensuring a learning culture is established within the organization and among implementing partners in order to document learnings and best practice for ongoing and future programming.
  • Ensuring all MEAL related data, reports, and records are clearly organized archived in a central location for future reference.
  • Providing regular reporting to the senior management as required.
  • Providing assessments or special studies focusing on the overall performance programs as needed.
  • Supporting the project team and partners in extracting lessons learnt and good practices.
  • Monitoring and ensuring that a management response to the findings and recommendations is completed, recorded, and followed up.

Management, Capacity building & Coordination

  • Working closely with program managers and project officers to process, analyse, and use information collected to improve management and make necessary adjustments.
  • Ensuring that plans are in place and intentional efforts are made to collect the required data.
  • Ensuring management of day-to-day M&E tasks are completed with appropriate resources, proper planning and to the highest standard required.
  • to collect and analyse program performance data for evidence-based programming decisions
  • Establishing a detailed capacity development plan for the M&E unit and ensures that this plan is realized with the team members as a part of their professional development plan.
  • Participating in program design and proposal discussions, including log frame design.
  • Promoting and strengthens the understanding of the importance of MEAL within the organization.
  • Responsible for effectively managing of the MEAL budget.
  • Visiting partner offices to support implementation of M&E and to identify where adaptations might be needed.

Qualification and Experience

  • Bachelor’s Degree required, master’s degree preferred with relevant specialization in a quantitative field (e.g. Economics, Sociology, Statistics)
  • Thorough knowledge in writing technical MEAL reports is essential.
  • Minimum of 5 years professional working experience in MEAL within the humanitarian and development sector. (Preferably in Education sector)
  • Thorough knowledge on Sphere, Core humanitarian standards, child rights, human rights, & DAC evaluation criteria are essential.
  • Thorough knowledge on the humanitarian operations coordination, cluster operations, and major donor M&E requirements is essential.
  • Proven experience in establishing a fully functional MEAL system for an organization.
  • Proven experience in leading Surveys (mix methodologies) from designing to report writing.
  • Excellent command of MS Office applications and knowledge of project management software. In addition to experience in at least one data collection software, such as KOBO.
  • Native Arabic (Speaking and writing), Upper Intermediate level in English.
