The Senior Business Development and Quality Assurance (BDQA) Officer will act as a key person to the development of business opportunities by preparing concept notes and proposals. He/She will have regular communication with all the DOT Lebanon departments as well as DOT Lebanon partners and the donor community. Furthermore, he/she will actively explore opportunities for new projects and funding sources while also ensuring the effective execution of ongoing projects. As for the Quality Assurance (QA) responsibilities, the Senior BDQA will be accountable and responsible for all reports, matrix, data accuracy, assessments and others.

Business Development
Lead the development of quality concept notes and proposals, during the drafting donor project proposals as well as throughout project implementation
Identify business development opportunities through online grant systems.
Develop a strong relationship with potential partners to generate long-term partnerships.
Support the Country Director and Programs Manager in coordinating with partners and facilitating partnerships.
Support in the development of programs budgets.
Develop a sustainable business development strategy to support organizational sustainability.
Develop suitable tools for business development, including grants monitoring, grants analysis, etc.
Lead the entire grant management process and development including donor compliance, technical and financial reporting 
Manage all aspects of new proposal development and submission including negotiation with funding and partner agencies 
Under the direction of the Country Director, ensure full compliance with the policies, practices and procedures relating to all aspects of activities in DOT Lebanon. This includes specific procedures related to projects selection, implementation, monitoring and evaluation and activity close-outs
Maintain complete and accurate files and records on Grants Management System for all active, closed grants, and proposals within region
Coordinate effectively with internal and external stakeholders 
Support Country Director to strengthen internal controls and risk mitigation mechanisms related to grant management, safeguarding, HR, finance, security and procurement
Participate in the design of regional projects and provide support to engagement with potential partners
Ensure secondary data needs assessments are collected and analyzed to be used for any new proposal development. 
Conduct when needed primary data collection and needs assessments for any new product at DOT lebanon. 
Lead or contribute to any research or study for current or new prospects for proposals and produce reports, concept notes, agreements, etc. 

Quality Assurance 
Develop/adjust and implement the QA Matrix and ensure it is disseminated to all staff 
Ensure M&E tools, guidelines, and data collection procedures are done accurately in a defined timeline.
Oversee the work of the MEAL Officer and ensure data accuracy regularly 
Implement the quality assurance framework that supports a learning culture and an enhancement of DOT Lebanon’s programs and services
Perform regular field visits to ensure the quality of data collected by Programs and to verify the accuracy of reported data.
Support in the implementation of MEAL manual (as per the approved MEAL Plan) outlining M&E systems for data collection, targeting and tracking indicators, knowledge management, impact assessments, learning activities and reporting in compliance with the donor requirements.
