Job Profile 

  1. Required qualifications, competences, and experience

Qualifications

  • University degree in social sciences, political science, economics, or comparable studies with focus on (anti)corruption or combating illicit financial flows

 

Professional experience

  • Ideally a minimum of 7 years of professional experience in the field of good governance, preferably with a focus on anti-corruption or combating illicit financial flows; professional experience in the field of communication and public relations as well as in the field of transparency promotion or initiatives would be an advantage
  • Initial experience on data security issues would be an advantage
  • Practical work experience in an international development agency; GIZ experience an advantage
  • Diplomatic skills in dealing with partners at the national level (e.g. anti-corruption agency, central inspectorate and procurement office); high communication skills; strong networking skills
  • Experience and skill in conceptualising and accompanying change processes as well as in designing communication processes
  • Strong ability to think conceptually and to formulate concepts as well as technical and political papers.
  • Strong social and intercultural skills, frustration tolerance and interest in working in a politically challenging environment;
  • Fluency in English, fluency in French and Arabic; knowledge of German is an advantage.

 

  1. Responsibilities
  • Providing expert advice to the Anti-Corruption Commission, in particular on the development and implementation of a target group-specific communication strategy and involving the intended target group (in particular marginalised population groups) in the preparation of the communication strategy.
  • Support in the identification and formation of alliances with other relevant actors for target group-specific communication as well as in the identification and use of existing dialogue forums such as the Lebanon Reform, Recovery, and Reconstruction Framework (3RF).
  • Providing technical advice to the Central Inspectorate, in particular on data security and the European Directive on Data Security.
  • Providing expert advice to the Procurement Office on the establishment of a database for beneficial owners and on the adaptation of tender processes for the recording of beneficial owners.

 

  1. Further Tasks
  • Active co-design and development of new partner relationships in the field of good governance within the governmental sector.
  • Conceptualization and implementation of project outputs, incl. the steering of national short-term consultants and funding for local civil society organisations to implement the awareness-raising campaigns.
  • Coordination within the international community and other donors in the field of anti-corruption and combating illicit financial flows.

Description: Lebanon is currently experiencing three "mega-crises" according to the World Bank: (1) the worst economic crisis in Lebanon's history, (2) the Corona pandemic, and (3) the impact of the Beirut port explosion in August 2020. International organisations - most notably the International Monetary Fund (IMF) - have made their support for Lebanon conditional on the implementation of certain reforms. In the recent past, for example, numerous laws and policies have been passed that herald governance reforms. One measure was the appointment of a new national anti-corruption commission, which is currently being established.

 

With the help of the measures commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) "Supporting the Anti-Corruption Commission" and "Promoting Transparency of State Actions in Lebanon", reforms in the field of anti-corruption are to be supported. Within the framework of the measures, three key reform actors are being advised and supported on the implementation of their priorities: (1) the Anti-Corruption Commission on the creation of a communication strategy and the implementation of awareness campaigns, (2) the Central Inspectorate on the improvement of data security of a platform (IMPACT platform) for the digitalisation of administrative processes and publication of data, and (3) the Public Procurement Authority on the establishment of a register for beneficial owners of companies participating in government tenders.
