DRC has been responding to various humanitarian crises in Lebanon since 2004, working with Palestinian, Iraqi and Syrian refugees. DRC received registration from the Ministry of Interior in 2011, and since then has focused primarily on responding to the Syrian refugee crisis in Lebanon and the resulting impact on Lebanese host community. DRC Lebanon’s focus is to ensure that we are able to respond to critical emerging humanitarian needs whilst improve the living conditions of displacement-affected populations and contribute to the achievement of durable solutions.   With an annual portfolio of $12million, and with approximately 200+ staff, DRC is focusing its response in protection and economic recovery (Ec-Rec) sector in Bekka, North Lebanon and Beirut. DRC is also contributing to the evidence base and coordination structures in country through our Evidence Generation and referral information management (RIMs) teams.

 

About the job

The overall objective of RIMS is to ensure that persons of concern have safe, timely and adequate access to services through more efficient and accountable referral pathways through the below:

  • Strengthening referral pathways across sectors and humanitarian agencies for stronger, more efficient and institutionalized referral pathways
  • Encouraging and facilitating cross-sector referrals for a holistic, multi-sector response to people’s needs
  • Producing evidence-based analysis of needs, gaps and bottlenecks in referral pathways, which will inform recommendations and advocacy efforts to improve referral pathways and coordination of the response.

Your main duties and responsibilities will be:

Grant implementation and reporting

  • Ensure the implementation of the RIMS programme, including appropriate and timely spending of grant to achieve programme goals, grants reporting contributions, use and distribution of supplies and resources.
  • Understand and follow up on activities and assess progress of implementation, provide solutions and report issues when needed.
  • Assist in the development of timely, accurate and well-written donor reports and other reporting requirements of IM programming (incl. Donors’ reports and Activity info).
  • Ensure the implementation of monitoring and evaluation tools and report on problems in the implementation of the programme.

Capacity building of partners

  • Provide training and Training of Trainers (ToT) on RIMS to all RIMS partners.
  • Lead on the process of partners’ enrolment in RIMS – RIMS Needs Assessment, data sharing agreements, Data protection/PIM discussion, organise and monitor training on system usage as well as data protection and sharing.
  • Lead on tailored capacity building on referral processes for each partner.
  • Coordinate and manage partners’ day to day follow-up: partner usage of system, application of safeguards and personalised management of RIMS for each partner.
  • Support with the development of new capacity building tools.

Technical support

  • Act as focal point for technical support of RIMS partners and coordinate necessary support with IM Team.
  • Identify technical gaps in the programme and identify/implement solutions to meet these gaps.
  • Support with any analysis-related activities of the project.

Communication

  • Support in the development of communication products on RIMS.
  • Lead on internal and external presentation of RIMS.

Monitoring & Evaluation

  • Ensure achievements of targets towards donors’ requirements (through the use of indicators performance trackers).
  • Collect feedback from RIMS partner and contribute to the implementation of the feedback.
  • Contribute to the analysis of results, and guide IM staff and partner staff to use these results to enhance programme effectiveness and quality.

Other

  • Any other duties as agreed with the RIMS Specialist and Grants Management Manager.

About you

To be successful in this role we expect you to have the following:

  • Bachelor degree in business management, social science, international development or other related fields
  • Minimum 2 years of experience leading teams in a humanitarian context.
  • Experience facilitating technical training and workshops related to information management.
  • Experience in coordination and partnerships with external stakeholders such as non-governmental organizations, UN agencies and others.
  • Prior experience in developing programme implementation workplans, and programme reporting.
  • Knowledge of developing and presenting programme-related support materials (e.g., presentations, surveys and snapshots... etc.)
  • Excellent written and oral communication skills, effective in presentation and liaison with external parties.
  • Strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail.
  • Excellent interpersonal and problem-solving skills, creativity and flexibility.
  • Previous experience in developing analysis, and statistical figures.
  • Personal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well.
  • Fluency in English and Arabic required.
  • High computer literacy
