Operating since 2004 in Lebanon, DRC has addressed the needs and rights of vulnerable populations, working with both Lebanese and displaced communities, working initially with Palestinian refugees (since 2004), Iraqi refugees (2007-2010), Lebanese IDPs (during the 2006 conflict), migrant domestic workers (since 2009) and, since 2011, responding to the Syrian refugee crisis.

DRC Lebanon is currently delivering programming in protection, basic assistance, livelihoods, and community development interventions. DRC seeks to address the immediate needs of displaced populations and concurrently support vulnerable host populations. Objectives:

DRC is seeking to hire a highly qualified candidate/Firm who will be handling court representation cases and providing legal consultations for DRC beneficiaries located in North of Lebanon (Akkar and T5).  

   

Main deliverables are as follows:

Activity 1: Legal Counselling/ One on one Consultations: Legal counselling is individualized verbal legal advice in compliance with general legal aid principles and consists of a structured individual session with the PoC, though not necessarily requiring further action or follow up sessions to be taken by DRC legal staff. Lawyers will analyze individual complex cases and advise on appropriate legal options based on the best interest of clients, with a tailored beneficiary-focused approach. Legal counselling includes for example, explaining of the content of a legal document or legal obligation that the PoC is facing, as well as advice on possible legal steps that can be taken. It might also entail advice and explanation of a legal procedure that the PoC might be involved in or have access to or of a legal framework.

Activity 2: Legal Assistance:  Any action taken by legal consultant in an individual case that goes beyond information sessions and an individual counselling session.

Legal Assistance includes the following:

• Civil Documentation – registration and documentation work related to civil status, property, employment, travel and movement, health and education, etc.

• Drafting legal documents, in administrative or judiciary procedures.

• Written legal briefs or written submissions to administrative boards or other legal bodies.

• Counselling sessions which leads to identification of action from legal staff.

• Accompaniment to legal services (e.g. GSO, Noufous, Mukhtar, etc.).

• Access to obtain benefits or services (e.g. social welfare benefits, and healthcare, etc.).

Activity 3Legal Representation: Legal representation for cases inside and outside court or quasi-judicial administrative bodies. Cases requiring legal procedures in relation to family law (divorce, alimony and custody), protection of GBV survivors and civil documentation in front of courts (particularly proof of marriage for adolescent girls and/or proof of filiation), will be prioritized for this activity.

Activity 4: HLP (House, Land, Property) Consultation: legal consultation about Housing, Land, and Property, engage in Negotiation with parties and coordination with other protecting teams in order to provide the best results to POC.

Activity 5: Mediation: Mediation will occur for solving legal issues outside of formal legal proceedings. Any decision to engage perpetrators through a Field Legal Consultant should include a very careful risk assessment that assesses potential reactions, retaliation and impact of this engagement on both the safety of the PoC, the likelihood of a positive outcome for their case and the safety and security of DRC staff, which each in turn and together supersede all other considerations.
