Project description
Developing Rehabilitation Assistance to Schools and Teachers Improvement (D-RASATI) will improve educational outcomes in Lebanon by improving teacher and student performance, increasing community and parental involvement, and improving the school learning environment.  D-RASATI is funded by the United States Agency for International Development (USAID).

Title:  Finance Director
 
Summary:  To ensure sound fiscal management systems comply with donor rules and regulations.  This position reports to Chief of Party.  This position is located in: Beirut, Lebanon
 
Essential functions include [but are not limited to]:
 

Responsible for all field office financial operations and administrative functions;
Ensure program compliance with USAID financial and administrative regulations and EDC policies;
Act as a liaison between the Chief of Party and the EDC home office project finance and accounting staff;
Support the field project team by establishing office management policies;
Develop and implement financial policies and procedures for project ensuring proper segregation of duties and other internal controls;
Train staff in USAID regulations and EDC processes applicable to their responsibilities;
Monitor project spending versus approved USAID budget and report regularly to COP;
Oversee preparation and submission of accurate and complete monthly field office financial reports to the EDC Home Office on a timely basis;
Oversee procurement policies, processes, and documentation to ensure compliance with USAID regulations and EDC policies;
Develop and implement  a financial document filing system for the program to ensure that project is always “audit-ready”;
Oversee cash management process including forecasting, wire transfer requests, management of bank accounts etc.;
Manage the office petty cash;
Supervise the finance and administration staff;   
As needed, assist with USAID or EDC internal financial audit preparation;
Oversee audit findings and their resolutions;
Support subcontract negotiations and awards and pre-award due diligence;
Develop and implement a sub award financial monitoring plan;
Ensure timely submission of expense reports, bank reconciliations and requests;
Ascertain that advances (staff travel) are documented, recorded, reconciled and paid off timely;
Oversee project’s compliance with USAID’s Anti-Terrorist Certification (“ATC”) regulations

 
Qualifications and Requirements:
 

Bachelor’s degree, MBA in Accounting or Finance preferred
10 years working experience in administration, finance and management, including supervisory experience
Experience with International NGO
Substantial experience working with USAID funded projects
Proficient in Excel, Quicken and MS 2000
Excellent communication skills in English and Arabic required
Knowledge of Labor Laws, Tax Laws and Import Laws will be an asset
