About the role

Crown Agents is seeking a Coordinator Officer (Senior Expert position)  to provide coordination and technical support as part of the 3RF Secretariat Team, TAF Programme. The Technical Assistance Facility (TAF) to the Government of Lebanon is an EU-funded programme working with 93 line-ministries, Government agencies, and public-owned institutions to contribute to the modernization, stabilization, and good governance of the public administration. 

Main duties and responsibilities:

Consultative Group support

  • Organize and facilitate regular meetings of the CG, including follow up on decisions and liaison with stakeholders.
  • Contribute to regular updates to the Consultative Group on 3RF overall progress.
  • Contribute to the preparation and publication of an annual progress report on 3RF implementation.
  • Liaise closely with all CG stakeholders to ensure smooth functioning of 3RF governance mechanisms and regular sharing of information.

Planning and coordination

  • Provide policy and technical advice in support to the CG on 3RF strategic planning, prioritization and sequencing of the 3RF implementation.
  • Support and facilitate assessments and other analytical work to inform dialogue and technical discussions on elaboration of joint strategies and programmatic approaches and initiatives in identified priority areas.

3RF Monitoring and progress reporting

  • Support the development of a 3RF results framework, and monitoring and evaluation plan.
  • Support regular progress monitoring and prepare interim progress updates and/or monitoring reports, including program implementation progress and challenges for CG presentation.
  • Coordinate the preparation and publication of an annual report on 3RF implementation, including overview of financial resources mobilized for 3RF implementation.

3RF aid tracking and reporting

  • Assist with 3RF aid tracking and analysis of data.
  • Assist in identifying critical priority areas and funding gaps for international support within the 3RF.
  • Contribute to the 3RF reporting and facilitate information sharing amongst 3RF stakeholders.

3RF communication on progress

  • Assist communications focal points from the technical team and other stakeholders with the formulation of a focused communications strategy and plan and its implementation, including tracking and debunking of rumors and misinformation on real-time basis.
  • Facilitate information sharing between members of the Consultative Group and external communication (compiling and circulating documents; maintaining platforms for document sharing).

Civil Society engagement and oversight of the 3RF:

  • Fosters positive relationships within the 3RF including with Government counterparts, IFIs, UN agencies/funds and programmes, civil society and national and international partners.
  • Support Civil Society engagement in implementation and oversight of the 3RF.
  • Facilitate establishment of a solid grievance redress and/or complaints mechanism.

About you

MINIMUM QUALIFICATIONS AND COMPETENCIES:

Academic qualifications:

  • Hold post-graduate degree in International Development, Development Studies, Business ‎management, International Relations, Economics, or a related field.‎

Work experience:

  • At least 10 years of relevant professional work experience; preferably in an EU country, candidate country, or country included in ENI; together with:
  • At least two years of work experience as coordinator of large recovery or development programmes;
  • Demonstrated experience in coordination, planning and implementation of response plans/programmes; with establishing result frameworks, and monitoring and evaluation plans, and in working within multi-stakeholder settings;
  • Working experience and knowledge in the following areas/entities is a key asset:
  • International development good practice and principles, including cross-cutting issues of gender, human rights, and inclusion
  • Former working experience in Lebanon
  • Competencies and Technical Skills:
  • Well-developed planning and organizational skills
  • Strategic, advisory, analysis and reporting skills
  • Well organized with attention to details
  • Performant in teams and independently
  • Capable to deliver under high pressure and demanding time-sensitive schedules
  • Good inter-personal and oral and written communication skills

Language:

Fluency in English; knowledge of Arabic and French would be an advantage.

TRAVEL REQUIREMENTS:

This is a field assignment based in Beirut, Lebanon.
