The seminar will develop a discussion on policies instruments for the development of renewable and clean energies at municipal level. Presentation, analysis and evaluation of existing policy instruments at municipal level to be used to enhance the development of Energy Efficiency, Renewable and Clean energy, will be at the core of the event.  Evaluation of the actual organisation of municipal work that can impact the development of EE, RE and clean Energy and Lessons learned for ongoing projects will be topics of the workshop. The main objectives of the “CleanEnerTec” pilot and demonstrative project are:
• To promote the importance and advantages of clean energy technologies for a more sustainable world and quality of life. • To demonstrate to everyone how the use of renewable energy sources could help saving money and improving the comfort of living spaces.
The “CleanEnerTec” project works on 3 main components:
1) BIOGAS • A Biogas digester (methane from biomass to produce energy) will be built and connected to the Solid Waste Sorting and Composting Facility built by OMSAR in the region of Baalbek. It will produce enough green electricity and thermal energy to maintain the entire plant and other uses!
2) ECO-BUILDING • The renovation of the old “Serail” building of Baalbek will be a demonstrative eco-construction project; COSV and ALMEE will implement Energy Efficiency measures and will insure in priority the energy needs (hot water, heating and electricity) from renewable energy sources.
3) LAW • In order to promote a legislative and regulatory framework favouring the development of clean and renewable energies, COSV and ALMEE will propose and advocate energy policies that will be embedded in the National planning cycle and will run training sessions at local authorities level so that they will be able to give advice to the population.
ALMEE “Lebanese Association for Energy Management and Environment” is a non-profit organization that has dedicated its activities for almost 20 years to Energy Saving and Environment issues in order to achieving a Sustainable and Harmonious Development in Lebanon and in the Mediterranean region. Its activities focus on the development, deepening and promotion of scientific and technical capabilities that enable efficient management of energy development and induce a healthy and sustainable Environment. ALMEE is particularly interested to the global environment issues and worked on developing proposed mechanisms for green house gases emissions in several projects.
COSV is a voluntary non-profit organization involved in international solidarity since 1968. During these years, COSV and its volunteers implemented projects in Africa, Latin America, Asia and Europe. COSV doesn’t adhere to any political party or specific group; it represents the civil society working for peacekeeping and for the safeguard of fundamental human  rights (life, dignity, justice, etc) and for environmentalprotection. COSV is operating in Lebanon since 2006, mainly in the sector of solid waste Management
