MEAL OFFICER

Under the direct supervision of the Country Representative and Project Manager, the MEAL Officer supports the Monitoring, Evaluation, Accountability and Learning activities of COSPE. The Officer contributes to overall program quality of the project "MAKANI AID012590/03/8" through the implementation of MEAL strategies and applying tools that enhance the effectiveness of COSPE’s projects. The Officer will work closely with partners in the implementation sites, providing capacity building/coaching sessions . The MEAL Officer will be based in Beirut and will be required frequent travels to COSPE’s areas (Mount Lebanon, North and Akkar)
MAIN ROLES & RESPONSIBILITIES
Monitoring and Evaluation
- Conduct regular monitoring field visits (on-site monitoring, quality spot checks, support to learning activities etc.) in COSPE areas of intervention and provide timely feedback.
- Ensure accuracy, confidentiality, and security of qualitative and quantitative data.
- Ensure that the data queries, requests, and reports are addressed in an accurate and timely manner according to COSPE and donors’ requirements.
- Support and lead need assessments, eligibility assessments, internal baseline, endline evaluations and ad-hoc data collection activities.
- Support project partners in reporting on Activity Info on a regular basis.
- Draft reports on a regular basis to inform on the activities conducted as well as to capitalize on the data collection activities performed.
- Develop an evaluation grid on the effectiveness of internal procedures.
Accountability and Learning
- Support in drafting internal MEAL guidelines and strategies at mission level.
- Assume responsibility for the implementation of and compliance with COSPE’s policies.
- Analyze and discuss findings based on regular monitoring data.
- Identify and conduct MEAL-related capacity building activities for all COSPE and program staff.
- Capitalize on MEAL-related activities drafting reports, guidelines, presentations, or organizing capitalization workshops and sessions.
MINIMUM QUALIFICATIONS REQUIRED
- University degree in social sciences, international cooperation, politics and international affairs, statistics, or related disciplines.
- Minimum 2-3 years of experience within (I)NGOs, including minimum 1 year within MEAL department, preferably with (I)NGOs in the development and humanitarian context. Previous experience in Women Rights, Women Empowerment and Socio-economic Empowerment projects is a plus.
- High proficiency in mobile data collection tools such as KoboToolBox is mandatory.
- High proficiency in both English and Arabic language is mandatory.
- High proficiency in Microsoft Office 365 is mandatory.
- Proven technical skills in monitoring and evaluation and experience with both qualitative and quantitative data collection and analysis is mandatory.
- Good analytical and writing skills and good capacity to produce high-quality reports in English is mandatory.
- Demonstrated experience in developing data collection tools and methodologies is preferred.
- Ability to independently organize work and prioritize tasks but also to work as part of a team.
