The project entitled “Mediterranean Bee Hubs in support for sustainable economic prosperity in deprived rural areas” (MedBEESinessHubs), is co-funded by the EU under the ENI CBC MED Programme with a total budget of €1,110,609.71 and a co-financing of €999,548.74 (90%).  The MedBEESinessHubs project team is led by the Cyprus Chamber of Commerce and Industry (CCCI) (Cyprus), while it consists of five more partners: A.M. Filagrotiki Consultants (Cyprus), Confederation of Egyptian-European Business Associations (Egypt), Arab-Italian Cooperation Chamber (Italy), Chamber of Commerce, Industry & Agriculture Zahle & Bekaa (Lebanon), and Palestinian Businesswomen’s Association ASALA (Palestine).

Objective:

This document provides the Terms of Reference in relation to the External Experts - Evaluators to be hired by the Chamber of Commerce, Industry and Agriculture of Zahle and Bekaa (CCIAZ) under O1.6 and O1.7.

To ensure the overall quality of project outputs and its methodological consistency, CCIAZ will assign an External Evaluator to carry out evaluation activities and reports, thereby offering independent external evaluation of the project and its progress.

External Evaluators must review the MedBEESinessHubs Application Form (project description) and become well acquainted with the WP obligations of the partner they are working with.

The Evaluation report will serve as a document to highlight on the strengths and weaknesses of the project so that the lessons learnt can be carried forward and to feed back into the overall continuous improvement process.

Evaluation will take place on two levels:

  • Project Outputs level
  • Capitalised Outputs level

O1.6 Project Evaluation Reports (PERs)

CCIAZ will hire an external evaluator to assess the quality of project outputs, guided by the external evaluator of the BEN CCCI, as follow:

  • A1.6.1 Preparation of Evaluation Plan
    • Responsible partner: BEN CCCI
    • The external evaluator of BEN prepares the evaluation plan based on the logical framework of the project, the ENI CBC MED programme guidelines and additional indicators that can support the ongoing evaluation work.
    • The Evaluation Plan is the guiding document for the CCIAZ external evaluator.
    • Implementation period: June 2022 – August 2023

 

  • A1.6.2 Six-month Project Evaluation Reports (PERs)
    • At the end of each semester, the external evaluator will prepare the PERs based on the Evaluation Plan (A1.6.1)
    • Implementation period: June 2022 – July 2023
    • Number of PERs: 4 per partner due by M12 (Aug 2022), M15 (Nov 2022), M18 (Feb 2023) & M23 (July 2023)
  • A1.6.3 Final Consolidated Evaluation Report
    • Responsible partner: BEN CCCI
    • The external evaluator of BEN collects and consolidates all PERs submitted by all PPs into a synthesis of post evaluation reports providing information on all project outputs in terms of target and indicators, as well as an evaluation of the logical framework guiding the project in order to measure the ‘success’ of the project based on its impact.
    • Implementation period: July – August 2023

 

O1.7 Outputs Capitalisation Evaluations Reports (CERs)

The purpose of Capitalisation Evaluation Reports is to assess whether Capitalisation has occurred in the first place, and if yes to propose a set of recommendations for policy makers. Assessment will be carried out with the use of questionnaires and the conduct of interviews.

 

The MedBEESinessHubs project has identified a total of 8 outputs to capitalise on:

A1.7.1 Capitalisation Evaluation Reports (CERs)

      • CCIAZ (PP3) will be responsible for the Capitalisation Evaluation Report of the Organic Ecosystem project associated with O4.6 & O4.7
