Program Objectives
The Program Development Objectives are to promote equitable access, enhance quality of learning, and strengthen the systems in Lebanon’s education sector in response to the protracted refugee crisis. The key results are as follows:
- Increase in the proportion of school-aged Lebanese and non-Lebanese children (3–18) enrolled in formal education;
- Increase in the proportion of students passing their grade level, and transitioning to the next; and
- Improve MEHE’s capacity to review, evaluate, and update the Program implementation.
Tasks and Responsibilities
Under the S2R2 Program, the Center for Educational Research and Development (CERD) is looking for an Education Research Specialist to collect, manage and analyze data.
Below are the main tasks and responsibilities:
- Coordinate with the SPDA the purpose, scope, objectives and target audience of the assignment;
- Work jointly in interviews with CERD working teams, designated Focal Points (FPs), and technical experts;
- Develop research instruments (including data entry tool) and field-test them before the onset of the evaluation;
- Manage visits and observations, conduct face-to-face in-depth interviews, implement desk-based research and review existing reports, documents and available secondary data;
- Perform desk review, manage data collection and ensure timely collection in the field, and triangulation activities;
- Emphasize on integrating questions, indicators, and type of analysis (qualitative & quantitative)
- Analyze data collected and triangulate the qualitative and quantitative data across key informants, and compare with available documentary evidence;
- Present to the SPDA all Inception reports and tools containing desk review findings, evaluation design, methodology, tools, limitations, schedule, list of stakeholders, and list of sampled sites for visits;
- Discuss comments and feedback of the results of the field research with the SPDA and provide clarifications;
- Produce to the SPDA required inputs for the final report as per specific evaluation criteria, and questions;
- Collaborate effectively with the Quality Assurance team to assure quality, validate findings, ensure credibility of evaluation and avoid bias in findings, analyses and conclusions;
- Assist the SPDA in preparing and presenting findings, reports, publications, and recommendation to CERD’s Heads of Departments, namely the Joint Academic Department (CERD-JAD) and the Quality Assurance team, and in flagging pending matters and recommend mitigation plans;
- Contribute to building the capacity of CERD designated staff;
- Perform other tasks related to the program objectives as assigned by CERD President and or S2R2 Steering Committee.
Previous Experience
- Minimum 5 years of professional work experience in the field of statistical analysis and educational research;
- Proven experience with donor-funded projects is strongly preferred;
- Solid Experience in data collection, analysis and reporting of quantitative and qualitative data;
- Record of research experience and/or written publications at regional level.
- Experience in designing and implementing evaluation and surveys;
