Cedar Center for Legal Studies is a civil, non-profit company, established in Lebanon in 2013 and registered with No. 609. It is an independent, non-sectarian center and is not affiliated with any political parties. It is concerned with spreading the culture of democracy, human rights, and the rule of law.

Vision:

Lebanon is a country that respects the rights of its citizens and residents through democracy, social justice, human rights and the rule of law.

Conducting studies and legal research on topics related to human rights, especially the situation of prisons and detention places and enforced disappearance, in Lebanon and their compatibility with the Lebanese laws and international conventions and determine which laws/articles to be amended in the light of international treaties.

Mission:

The center's work on:

1-Carrying out studies and research on topics related to human rights

Cedar Center works on issuing legal and social research and studies on the extent to which Lebanon implements international conventions and harmonizes them with Lebanese laws, especially civil, political and social rights. The reports will be issuas thematic reports to put pressure on local authorities or under shadow reports to relevant UN bodies or to independent national human rights institutions.

2-Strategic advocacy and litigation

Through its advocacy and strategic litigation work, especially with regard to combating torture, arbitrary detention and enforced disappearance, Cedar works to promote change in the courts, society and security services. To this regard, the center trains lawyers on how to use the tools of international law in documenting torture, enforced disappearances and arbitrary detention, and the use of international conventions in regulations and pleadings.

3-Monitor and document violations

The Center monitors the conditions of prisons and detention centers and the violations that occur there, as well as violations of the right to freedom of opinion and expression. It also seeks to document these violations and submit them to independent national human rights institutions, contractual bodies and special procedures at the United Nations.

4-Awareness, networking and capacity building
Cedar Center seeks to raise community awareness, network and mutual and continuous coordination with civil society organizations, especially with regard to combating torture, arbitrary detention, enforced disappearance, and extremism.
Cedar Center works to build the capacities of civil society workers, especially in terms of using the special human rights mechanisms at the United Nations and submitting parallel reports to the UN committees.
Cedar Center works with a number of its local and international partners to harmonize domestic legislation with international conventions. Although Lebanon has signed most of the international conventions, it has not harmonized some of its domestic legislation with international conventions on the one hand, has not ratified some international conventions, and has not lifted reservations about some articles on the other hand.

5- Freedom of opinion, expression, peaceful assembly and association

The Center seeks to promote the rights to freedom of opinion and expression, peaceful assembly and association, including, as a top priority, those practices against journalists or other activists and professionals in the media field, and to prepare recommendations and make proposals on ways and means to improve the promotion and protection of these rights . It also collects and exchanges information on global, regional and local trends and issues related to these rights.

Board Members:

Dr. Marie Kortam, holds a PhD in Sociology from the University of Paris Diderot. She is a research associate at the French Institute for the Near East (Beirut), and Scientific Coordinator of the European Project (PAVE) to Prevent and Counter Violent Extremism through Community Resilience in the Balkans, the Middle East and North Africa at the House of Human Sciences (Paris). She also worked as a political advisor in the field of mediation at the Center for Humanitarian Dialogue in Geneva. Dr. Kortam's research field is related to refugees and migrants on one side, and violence, extremism and armed groups, on the other side. She has authored numerous academic publications and newspaper articles on Palestinian refugees, youth, violence, conflict, inequality, shifting identities, the process of radicalization, and political violence. Marie joined the board of directors of Cedar Center at the end of 2020.

Me. Mohamed Sablouh, lawyer, Rapporteur of the Prisons Committee at the Tripoli Bar Association, and a member of the General board of the Human Rights Institute at the Tripoli Bar Association. A human rights activist, he submitted many complaints to the United Nations special rapporteurs, and participated in the Universal Periodic Review of Lebanon, which was held in Geneva in 2015. He had contributed to the development and implementation of plans to address prison problems in Lebanon and reduce overcrowding, especially during the Covid-19 epidemic crisis, and participated in many conferences and workshops to discuss the implementation of the Convention against Torture in Lebanon. He represented the Tripoli Bar Association in the sessions of the parliamentary human rights committees. In 2020, he was elected president of the Union of Muslim Jurists in Lebanon, and at the beginning of 2021, he was appointed a director of the Prisoner's Rights Center - which was established in the same year - at the Tripoli Bar Association. Mohamed joined the board of directors of Cedar Center at the end of 2020.

Mr. Saadeddine Shatila is a Lebanese human rights defender, one of the founders of Cedar Center in 2013. He graduated from the Lebanese University - Faculty of Law in the first branch in 2003 and obtained a master’s degree in Capacity Building Program for NGOs from the Lebanese American University in 2015. He has a good experience In communicating with the families of the victims and documenting local and regional cases, especially in cases related to arbitrary arrest, torture and enforced disappearance. Since 2007, he has worked for international organizations in Geneva concerned with documenting cases and sending them to the United Nations Special Procedures. Participated in a number of sessions concerned with documenting human rights violations, especially torture. In 2014, he participated in a training course in Beirut and The Hague on monitoring international criminal proceedings organized by the Special Tribunal for Lebanon. In various courses, he trained a number of Lebanese and Arab human rights activists on the use of the special mechanisms for human rights at the United Nations.

تعريف بمركز سيدار:

مركز سيدار للدراسات القانونية هي شركة مدنية غير ربحية، تأسست في لبنان عام 2013 وسجلت برقم 609. وهو مركز مستقل غير طائفي ولا ينتمي إلى أي من الأحزاب السياسية. وهو يعنى بنشر ثقافة الديمقراطية  وحقوق الإنسان، وسيادة القانون. 

الرؤية:

لبنان وطن يحترم حقوق مواطنيه والمقيمين على اراضيه من خلال الديمقراطية والعدالة الاجتماعية والتمتع بحقوق الإنسان وسيادة القانون.

مهام المركز:

يتمحور عمل المركز حول:

1- القيام بالدراسات والأبحاث في مواضيع متصلة بحقوق الإنسان

يعمل مركز سيدار على إعداد أبحاث ودراسات قانونية واجتماعية عن مدى تطبيق لبنان للاتفاقيات الدولية ومواءمتها مع القوانين اللبنانية، ولاسيما الحقوق المدنية والسياسية والاجتماعية. وسوف يتم إصدارها بموجب تقارير مواضيعية للضغط على السلطات المحلية أو بموجب تقارير ظل تقدم الى الهيئات المعنية الاممية أو إلى المؤسسات المستقلة الوطنية المعنية بحقوق الإنسان.  

2- التوعية والتشبيك وبناء القدرات 

يسعى مركز سيدار إلى توعية المجتمع، والتشبيك والتنسيق المتبادل والمستمر مع منظمات المجتمع المدني، ولا سيما فيما خص مكافحة التعذيب، والاعتقال التعسفي والاختفاء القسري، والتطرف. 

ويعمل مركز سيدار على بناء قدرات العاملين في المجتمع المدني خاصة لجهة استعمال الآليات الخاصة لحقوق الإنسان في الأمم المتحدة وتقديم التقارير الموازية الى اللجان الأممية. 

ويعمل مركز سيدار مع عدد من شركائه المحليين والدوليين لمواءمة التشريعات المحلية مع الاتفاقيات الدولية. فعلى الرغم من أن لبنان وقع على معظم الإتفاقيات الدولية، الا انه لم يوائم بعض تشريعاته المحلية مع الاتفاقيات الدولية من جهة، ولم يصادق على بعض الاتفاقيات الدولية، ولم يرفع التحفظات عن بعض المواد من جهة أخرى.

3- المناصرة و التقاضي الاستراتيجي

يعمل مركز سيدار من خلال عمل المناصرة و التقاضي الاستراتيجي ، خاصة فيما يخص مكافحة التعذيب والاعتقال التعسفي والاختفاء القسري، على تعزيز التغيير في المحاكم، والمجتمع والسلطات الأمنية. ولأجل ذلك، يقوم المركز بتدريب المحامين على كيفية استخدام أدوات القانون الدولي في توثيق التعذيب والاختفاء القسري والاعتقال التعسفي، واستخدام الإتفاقيات الدولية في اللوائح والمرافعات.

4- مراقبة ورصد الإنتهاكات 

يقوم المركز بمراقبة أوضاع السجون ومراكز الاحتجاز والانتهاكات التي تحصل فيها، وأيضاً الانتهاكات التي تطال الحق في حرية الرأي والتعبير. وأيضاً يسعى إلى توثيق هذه الإنتهاكات وتقديمها إلى المؤسسات المستقلة الوطنية لحقوق الإنسان و الهيئات التعاقدية والإجراءات الخاصة في الأمم المتحدة.

5- حرية الرأي والتعبير والتجمع السلمي وتكوين الجمعيات

يسعى المركز إلى تعزيز ممارسة الحق في حرية الرأي والتعبير والتجمع السلمي وتكوين الجمعيات ، بما في ذلك، كأولوية قصوى، تلك التي تُمارس ضد الصحفيين أو غيرهم من الناشطين والمهنيين في ميدان الإعلام ؛وإلى إعداد توصياتٍ وتقديم مقترحاتٍ عن السبل والوسائل الكفيلة بتحسين تعزيز وحماية هذه الحقوق. وأيضاً جمع وتبادل المعلومات بشأن الاتجاهات والقضايا العالمية والإقليمية والمحلية المتعلقة بهذه الحقوق .

عن أعضاء المركز:

د. ماري قرطام، حاصلة على درجة الدكتوراه في علم الاجتماع من جامعة باريس ديديرو. هي باحثة مشاركة في المعهد الفرنسي للشرق الأدنى (بيروت)، ومنسقة علمية في المشروع الأوروبي (PAVE) لمنع التطرف العنيف والتصدي له من خلال الصمود المجتمعي في البلقان والشرق الأوسط وشمال إفريقيا في مؤسسة بيت العلوم الإنسانية (باريس). كما عملت كمستشارة سياسية في مجال الوساطة في مركز الحوار الإنساني في جنيف . مجال أبحاث د.قرطام يتعلق باللاجئين والمهاجرين من جهة، والعنف والتطرف والمجموعات المسلحة، من جهة أخرى. لها العديد من  المؤلفات الاكاديمية والمقالات الصحفية  عن اللاجئين الفلسطينيين ، والشباب ، والعنف ، والنزاعات ، وعدم المساواة ، والهويات المتحولة ، وعملية التطرف، والعنف السياسي. انضمت ماري إلى مجلس إدارة مركز سيدار في نهاية عام 2020. 

أ.محمد صبلوح، محام، مقرر لجنة السجون في نقابة المحامين في طرابلس، وعضو الهيئة العامة لمعهد حقوق الإنسان في نقابة المحامين في طرابلس. ناشط في مجال حقوق الإنسان، قدم العديد من الشكاوى للمقررين الخاصين في الأمم المتحدة، وشارك في الإستعراض الدوري الشامل للبنان والذي أقيم في جنيف عام ٢٠١٥. ساهم في وضع وتنفيذ خطط لمعالجة مشاكل السجون في لبنان وتخفيف الاكتظاظ خاصة خلال أزمة وباء الكورونا، وشارك في العديد من المؤتمرات وورش العمل في مناقشة تطبيق اتفاقية مناهضة التعذيب في لبنان. مثل نقابة المحامين في طرابلس في جلسات لجان حقوق الإنسان البرلمانية. عام 2020، أنتخب رئيس اتحاد الحقوقيين المسلمين في لبنان، وفي بداية عام 2021، عين مدير لمركز حقوق السجين -الذي أنشأ في نفس العام- في نقابة المحامين في طرابلس. انضم أ محمد إلى مجلس إدارة مركز سيدار في نهاية عام 2020. 

السيد سعد الدين شاتيلا هو حقوقي لبناني ، من مؤسسي مركز سيدار في عام 2013. تخرج من الجامعة اللبنانية - كلية الحقوق في الفرع الأول عام 2003 وحصل على درجة الماجستير في برنامج بناء القدرات للمنظمات غير الحكومية من الجامعة اللبنانية الأمريكية في عام 2015. ولديه خبرة جيدة في التواصل مع عائلات الضحايا وتوثيق قضايا محلية وإقليمية لاسيما في قضايا متصلة بالاعتقال التعسفي والتعذيب والاختفاء القسري. منذ عام 2007، عمل لأكثر من منظمة دولية في جنيف تعنى بتوثيق القضايا وإرسالها إلى الإجراءات الخاصة في الأمم المتحدة. شارك في عدد دورات تعنى بتوثيق انتهاكات حقوق الإنسان وخاصة التعذيب. وفي عام 2014 ، شارك في دورة تدريبية في بيروت ولاهاي حول مراقبة الإجراءات الجنائية الدولية  نظمتها المحكمة الخاصة بلبنان. وفي دورات مختلفة، عمل على تدريب عدد من الناشطين الحقوقيين اللبنانيين وعرب على إستعمال الآليات الخاصة لحقوق الانسان في الامم المتحدة.
