Syria Country Programme Coordinator

Objective of the post
The Country Programme Coordinator is tasked with assuring the identification of new project as well as oversight of the implementation of existing projects of Caritas Switzerland (CaCH) in Syria. The Country Programme Coordinator will liaise with partners, engage in coordination mechanisms and consult with relevant stakeholders on a regular basis. The position is embedded into the Regional Programme structure, managed from CaCH office in Beirut/Lebanon, and subordinated under the Regional Programme Manager for CaCH relief activities in the region.
Job Description
Programme Responsibility
- Assurance of transparent and effective implementation of ongoing projects in close coordination and support of local and international partner organizations
- Identification of new partners and elaboration of new projects in line with the Regional Strategy of Caritas Switzerland and in close coordination with the line manager
- Identification and liaison with potential donors inside Syria
- Monitor progress and quality of activities by undertaking regular field visits with the partner organizations to project sites and provide structured feedback
- Undertake risk analysis related to relief projects and contribute to the development of mitigation measures
Capacity Building
- Identification of training and organizational development needs of local partner organizations
- Provision of technical support to local partner organizations directly or through identifying and coordinating external service providers (consultants etc.)
Coordination
- Liaison, coordination and regular information exchange with existing partners to ensure a strong and productive working relationship
- Outreach to and establishment of working relationships with potential partners
- Engagement in cluster and government coordination mechanisms
- Liaison with national and local authorities as well as UN agencies and other international stakeholders
Administration
- Implementation of financial and administrative procedures (spending, monitoring, controlling) in compliance with the regional office regulations and in close collaboration with the regional finance and administration unit
- Identification and processing of needs for adaptation of regulations specific to the country context
- Organization of project visits of CaCH representatives, consultants, donors and journalists
Communication
- Monthly and ad hoc reporting to the relevant regional programme managers and the  Programme Quality Unit.
 
Job Requirements
Professional Experience- Strong project management skills, incl. Project Cycle Management and CSPM
- Proven budget planning and expenditures monitoring skills
- Experience in implementing of M&E systems, proven report writing skills
- Experiences working with INGOs, international organizations or alike
- Extensive work experience in Syria, preferably in the field of relief and/or livelihood
General Profile
- Strong communication and presentation skills (verbally and in writing).
- Strong motivation to work in close partnership with national partners
- Experience in handling a stressful and challenging work environment
- Fluency in Arabic and English, excellent English writing skills
- Willingness to undertake regular travel and field visits in the region

- Highly organized, good capacity of analysis and synthesis
- Strong experience with modern technology and modern management tools
- Cultural-sensitivity and strong inter-personal skills
- Ability to cope with stress and to work independently under difficult circumstances and with minimal supervision
- Able to be based full time in Beirut initially, with travel to Syria, lateron to be based in Syria
- Ability to communicate effectively, respect for the vision and mission of Caritas
- Flexibility and readiness to take on additional tasks.
