1.Purpose

CARE established its presence in Lebanon in 2006 and has been responding to the Syrian Crisis since late 2012. Among CARE’s key imperatives is putting people it serves first through implementing cutting edge programming in areas it operates. CARE currently carries out activities in Beirut, Mount Lebanon, Akkar, North Lebanon, South Lebanon, and the Beqaa Valley. CARE implements both emergency and development projects contributing to livelihood, food security, protection, gender, shelter, and water, sanitation and hygiene. It targets the most vulnerable people and populations, both host communities and refugees. Over the course of 7 years, it has supported over than half a million beneficiaries.
 
In Lebanon, CARE’s program strategy for the upcoming years will focus on strengthening and expanding its emergency response and capacity to provide basic assistance services while pursuing development projects in areas of food security and livelihood support, gender and protection. CARE intends to maintain its presence in all areas of Lebanon.
 
CARE Lebanon has scaled up rapidly over the past few years and today it has about 90 staff members, with more than 15 different local/international partner organizations. 90% of the team is composed of national staff, with a symbolic number of international members.

4. Specific Duties & Responsibilities

Responsibility #1: Budgeting, Cost Allocation and Internal Reporting (20%). 
-    The Finance & Reporting Officer will assist the Finance and Grants Manager for new budget preparations. 
-    Under the guidance of the Finance and Grants Manager, conduct a thorough preparation of new budgets and existing grant budget revisions ensuring that all costs are covered and are not under/over budgeted in addition to correct use of the CARE and donor budget formats. 
-    Assist in the preparation of Staff Monthly Time Entry Guide monthly.
-    Assist in the preparation of cost allocation table monthly. 
-    Update Finance MIS, IPIA Tracker. 
-    Update HQ monthly reports
-    Calculate and Insert the correct SPC for all new grant’s budgets. 

Responsibility #2: Grants Operations & Financial Reporting (50%).
-    Work on Grants Set up and workflow under PPS, and focal point for SSC. 
-    Prepare the monthly Budget Follow up tool (BFU) reports and distribute on time. 
-    Review transactions lists from PPS and Advise if any cost not related to change. 
-    Review the budget spending and advice relevant staff on spending status and ask for feedback on all over/under spending. 
-    Participate in the monthly Grant review meetings and present the spending status. And Follow up on the action points based on the comments from the meeting. 
-    Support Grants and Finance Manager is reviewing the IPIA and Assess VAT cost and advise on VAT status per Grant. 
-    Monitor implementing of proper exchange rate applied as per donor regulations. 
-    Attend and provide support in all grant opening, review and closing meetings. 
-    Provide support and feedback to Operations and Program managers for all questions regarding the BFUs. 
-    In compliance with donor requirements propose and prepare adjustments entries, attaching all supporting documents for finance records 
-    Coordinate with Accounting for the preparing of new budget line coding for each. 
-    Assist in preparing Donor Financial reports for all grants for review by the Grants and Finance Manager. Make sure the reports comply to donor reporting formats and timely submitted as per contractual requirements. 
-    Work with Grants and Finance Manager on any reclass or adjustments in the financial reporting.
-    Provide update on grant spending status to direct supervisor. 
-    Track grants cash flow, and follow up on receivables status per each grant. 
-    Prepare payment request for cash transfer to send to CMPs and Donor agencies. 
-    Provide analysis of grants spending plan vs. actual spending. 
-    Support in month-end closure tasks including salary & benefits allocation (local & international payrolls), shared program cost allocation, pre-paid expenses allocation, HQ expenses and others. 

-    Coordinate with Accounting unit for the preparing of new budget line coding for each and reclass entries.  
-    Update Grants and Reporting Tracker on Monthly basis.  

Responsibility #3: Compliance and External Auditing (20%). 
-    Support FGM in Drafting the IPIA. 
-    Work with Accounting on the preparation of scanned supporting documents for donor reports.
-    Preform field internal audit visits for CARE National Partners based om period plan phases
-    Update Audit Tracker. 

-    Lead on the process on preparing MOUs with other stakeholders (Training venues, SMEs Municipalities and other) update MOU tracking. 
-    Support Grants and Finance Manager in drafting Audit TOR, and coordinate with CMPs for verifications. 

-    Support FGM in drafting Audit TOR, and coordinate with CMPs for verifications. 
-    Participate in selecting the Auditor and act as focal point with CARE units to ensure successful audit. 
-    Work as focal point for any donor spot check visit. 
-    Assist in Fraud investigations when needed.
-    Review compliance issues in all field offices.

Responsibility #4: Support in Partners, Archiving and Documentations and other related tasks (10%). 
-    Under supervision of FGM, finance officer will support in Tracking of copies of supporting documents at CO level of partners.
-    Support Review thoroughly supporting documents of expenses in submitted and approved financial reports. 
-    Make sure all finance and Contracts documents are updated on Servers (Budget, Agreements, Reports, Audit and other Due Diligence Documents)
-    Perform acting duties upon request.
-    Provide the required support in absence of FGM. 
-    Any other task assigned.

5. Qualifications / Special Skills or Knowledge

a. Skills & Knowledge

•    Experience in Finance & Accounting Field . 
•    Extensive knowledge in Microsoft Office (Word, Excel, PP and others)
•    Extensive experience interacting with and relating to gender professionals and international stakeholders at senior level. 
•    Team player with strong interpersonal skills, with the ability to build strong internal relationships and networks. 
•    Motivated self-starter who enjoys working in a collaborative and international environment

b. Experience

At least  3-5  years of relevant experience, especially at NGOs, academic organizations, standard-setting bodies, public agencies focused on humanitarian field 

c. Academic Background

Bachelor or Master’s degree in one or several of the following areas: Business Administration, Finance, Accounting, Auditing or equivalent years of experience. 

d. Languages

English and/ or Arabic are the working language of CARE International in Lebanon. 
Knowledge of other languages is an asset.

6. Other Contract Elements

Benefits: Social security/Health Insurance & Transport allowance.
The direct supervisor reserves the right to adapt this job description at any time during employment according to needs. 
Any extension of this contract is dependent on performance review and funding availability.
