1. Purpose

CARE established its presence in Lebanon in 2006 and has been responding to the Syrian Crisis since late 2012. Among CARE’s key imperatives is putting people it serves first through implementing cutting edge programming in areas it operates. CARE currently carries out activities in Beirut, Mount Lebanon, Akkar, North Lebanon, South Lebanon, and the Beqaa Valley. CARE implements both emergency and development projects contributing to livelihood, food security, protection, gender, shelter, and water, sanitation and hygiene. It targets the most vulnerable people and populations, both host communities and refugees. Over the course of 7 years, it has supported over than half a million beneficiaries.
 
In Lebanon, CARE’s program strategy for the upcoming years will focus on strengthening and expanding its emergency response and capacity to provide basic assistance services while pursuing development projects in areas of food security and livelihood support, gender and protection. CARE intends to maintain its presence in all areas of Lebanon.
 
CARE Lebanon has scaled up rapidly over the past few years and today it has about 90 staff members, with more than 15 different local/international partner organizations. 90% of the team is composed of national staff, with a symbolic number of international members.

2. Reporting Lines

Grants and Finance Manager  

3. Specific Duties and Responsibilities

Responsibility #1: Finance and Compliance Support 40% 
-    Assist Finance and Compliance Officer in reviewing time sheets prior sharing with auditors. 
-    Assist Grants and Finance Manager in following up with MOUs, reviewing it and provide support to program team to ensure both AR/EN sections are completed as per Lebanese Law. 
-    Build MOU Tracker for different projects and grants and maintain the proper updates and reference numbers. 
-    Support Senior Partnership Officer in providing the screening for all related parties on the MOUs. 

Responsibility #2: Partnerships Compliance 50%
-    Under the supervision of Senior Partnerships and Finance Officer this position would focus on following up with partners in financial report and supporting documents to ensure that partners are abiding by rules and regulations. 
-    In the support of Senior Partnerships and Finance Officer, this position will conduct monthly visits to follow up with the financial report and supporting documents and ensure no partner has disallowed cost. 
-    Support Senior Partnerships and Finance Officer in reviewing the supporting documents for partners and ensure following up on pending comments on supporting documents to assure all supporting documents are completed. 
-    Support Grants and Finance Manager in building up the SOPs for cash to partners. 
-    Assist Senior Partnerships and Finance Officer in preparing partnership agreements and screening for newly partners. 

Responsibility #3: Grants Archiving and Documentation 10%
-    Assist Grants and Finance unit in overseeing all documentation tasks in the server and one drive. 
-    Following up on pending documents to ensure proper archiving. 
-    Building up the units soft archiving strategy with Grants and Finance Manager 
-    Review transactions lists from PPS and Advise if any cost not related to change. 

4. Qualifications / special skills or knowledge

a. Skills & knowledge:

•    Experience in Finance & Compliance Field . 
•    Experience in work with Local NGOs 
•    Extensive knowledge in Microsoft Office (Word, Excel, PP and others)
•    Extensive experience interacting with and relating to gender professionals and international stakeholders at senior level. 
•    Team player with strong interpersonal skills, with the ability to build strong internal relationships and networks. 
•    Motivated self-starter who enjoys working in a collaborative and international environment

b. Experience: 

At least  0-1  years of relevant experience, especially at NGOs, academic organizations, standard-setting bodies, public agencies focused on humanitarian field 

c. Academic background:

Bachelor’s degree in one or several of the following areas: Law, Business Administration, Finance, Accounting, Auditing or equivalent. 

d. Languages: English and/ or Arabic are the working language of CARE International.

Knowledge of other languages is an asset.

5. Other contract elements

The direct supervisor reserves the right to adapt this job description at any time during employment according to needs. 
Any extension of this contract is dependent on performance review and funding availability.
