Field Officer

1. Purpose 

CARE is a leading relief and development non-governmental organization fighting global poverty. Established in 1946, it is now a confederation composed of 14 members and 4 affiliates. In 2016, CARE worked in 84 countries around the world, supporting development and humanitarian aid projects to reach more than 83 million people. While CARE is a large international organization with more than 11,000 employees worldwide, we have a strong local presence: 95% of our staff are nationals of the countries where our programs are run.

The field officer will be responsible of the implementation of the project’s activities in the field, monitoring of the project assistants work and supporting in drafting the project’s reports as required.

He/she will support the PM in supervising the two project assistants when needed.

4. Specific Duties and Responsibilities 

JOB RESPONSIBILITY 1: Activities Implementation (50% of time)

• Plan with the support of the project manager the project’s activities in order to ensure quality of intervention that includes the implementation.
• Pro-actively contribute to day-to-day project implementation and ensure conformity to expected results and project work-plan.
• Project progress is regularly and accurately reported to Project Manager for decision making and accountability.
• Support the project manager and partners in planning the distribution of food parcels and hygiene items based on the agreed criteria of individuals and following the distribution guidelines including selection of families, notification of support, logistical preparations for the site distributions and engagement of relevant partners.
• Ensure that good relationships are maintained with the partners and other stakeholders.

JOB RESPONSIBILITY 2: Reporting (40% of time)

• Prepare the project’s reports as required respecting the guidelines and deadlines.
• Collect the necessary information and data in order to produce informative reports.

JOB RESPONSIBILITY 3: M&E (10% of time)

• Track the target achieved vs indicators and adjust field activities accordingly
• Support the MEAL officer in conducting field monitoring.

5. Qualifications / special skills or knowledge

a. Skills & knowledge:

• Experience in field distribution and outreach work.
• Extensive knowledge in dealing with local partners.
• Extensive experience interacting with different stakeholders including beneficiaries, local governance and municipalities’ leaders.
• Knowledge in writing clear and results oriented reports.
• Motivated self-starter who enjoys working in a collaborative and international environment
• Ability to work under pressure.

b. Experience: 

At least   1-3  years of relevant experience, especially at NGOs, academic organizations, standard-setting bodies, public agencies focused on humanitarian aids.

c. Academic background: 

Bachelor’s degree in one or several of the following areas: social work or business administration and management.

1. Languages: English and/ or Arabic are the working language of CARE International in Lebanon.
