The Fund seeks a full‐time Program Assistant/M & E focal person to join its small but dynamic teamat the Fund’s office in Beirut. The ideal candidate will have experience providing administrativesupport to civil society organizations operating in the Arab region. The Program Assistant willsupport the Program Officers by ensuring the smooth operation of the Fund’s grantmaking program,including grants management, research, and logistical planning. Please note that the Fund will not beable to cover relocation costs. Starting date is immediately.
RESPONSIBILITIES
Grants Management

Vet and manage queries and requests from grantseekers, and process proposals that are received via email or submitted online. Send acknowledgements in a timely fashion.
Manage applicants, grantees and grants’ data in grants management software (Fluxx), and follow up on the software’s proper functioning and maintenance.
Ensure proper filing of all Grants Program data and material with regular updates.
Receive and process final application materials, communicate with applicants to ensure submission of all required documentation, and send reminders regarding application deadlines.
Prepare grant agreements and annexes. Ensure that all documents related to grant agreements are received before grant is transferred, and follow up to ensure good receipt of grant installments.
Notify grantees of interim and final report due dates, and follow up to ensure proper completion.

Grantmaking

Assist Program Officers in researching applicants and grantees as part of due diligence work.
Research Human Rights developments and organizations in the region as relates to grantmaking goals. 
Research potential funders and capacity-building [roviders for grantees.
Explore and implement policies related to the security of grantees and applicants. 

Monitoring and Evaluation (M&E)

Keep track of all grants' implementation and provide advice on any amendment/ alteration throughout implementation, in consultation with the Grants Program Manager.
Review the grantees' narrative reports and the financial reports (with the Fund's Financial Officer) to ensure adherance with teh grants' committed outputs and submit recommendations to the Grants Program Manager. 
Conduct field visits to review the grants' progress, identify problems in the planning and/ or implementation of the activitires, and propose solutions (in consultation with grantees) to improve the efficiency and effectiveness of supported grants. 

Communications & Outreach

Assist the Grants Program Manager in developing and drafting program materials for the Fund's communication and fundraising purposes, reporting to donors. 
Assist in answering queries and requests related to the overall work of the Fund.
Assist in organizing program-related meetings and events. 

Operations

Translate basic materials as necessary between English, French, and Arabic.

QUALIFICATIONS

A minimum of two years work experience in management or administration
Bachelors degree in business, administration, social and human sciences or related fields
IT literacy (MS Word, MS Excel, database software)
Good research skills
Organized, diligent, hard-working
Ability to work effectively as part of a team
M & E Experience
Civil society experience
Human rights experience an asset
Fluent (reading, writing, speaking) in Arabic, English, and French.
