Assignment

 

Based in Beirut, or North Lebanon (depending on preference) the Program Coordinator, under the direct supervision of ACTED's Deputy Country Director, will lead the implementation within ACTED’s Agricultural Program Strategy, for a project to enable social and solidarity initiatives in agriculture and agro-food. This position will ensure the overall coordination of the project and manage ACTED's capacity Development Officer, and Facilitation and Outreach Officers based in North Lebanon.

  1. Background

ACTED is an NGO registered in France with global operations in Central and South Asia, Europe, Middle-East and Africa. ACTED has been active in Lebanon since 2006 operating mainly in the North and Beirut and Mount Lebanon governorates of Lebanon. Since 2013, ACTED has been implementing household and community-level programming in Beirut, Mount Lebanon, North, South and Bekaa, supporting public service delivery, strengthening civil society, and economic development.

 

2. Functions

The Program Coordinator shall be responsible for:

Project Implementation

  • Plan the various stages of this agriculture project implementation and ensure work plan stays on track
  • Develop community assessment methodology in coordination with the AME department
  • Conduct preliminary interviews with municipality representatives to present the project objectives
  • Conduct needs assessment in target areas in collaboration with local authorities and/or local partners
  • Analyzing assessment results and developing recommended project methodologies
  • Develop appropriate project tailor-made tools and methodologies in collaboration with the Deputy Country Director, and the ACTED Technical Coordinator;
  • Guide the implementation of the project and the methods of follow-up, with a focus on agriculture technical aspects and quality assurance through close monitoring;
  • Directly supervise the work of the Capacity Development Officer, and Facilitation and Outreach Officer
  • Providing daily and weekly progress reports and a bi-weekly update of the project management framework
  • Ensuring that project activities are in line with ACTED’s program strategy, and in particular programs are climate smart and mitigate risk
  • Guide project staff on technical aspects of social enterprise development in agriculture and agro-food sectors;

 

Compliance with ACTED FLAT procedures  

  • Train partner staff on ACTED finance, logistics, and audit procedures in collaboration with the FLAT Officer and monitoring of proper implementation by local partner;
  • Review of Budget Follow Up and liaising on regular basis with finance department to ensure all project expenditures are in line with budget forecasts
  • Support the AME department in conducting monitoring and evaluation activities;
  • Liaise with other departments to ensure FLAT procedures are respected for all project activities.

     

Coordination and external representation

  • Attend relevant regional livelihoods coordination meetings and working groups; take leadership positions when appropriate;
  • Bilateral coordination with INGOs, LNGOs, CBOs and other relevant stakeholders to avoid duplication and collect information on gaps and needs;
  • Coordination with SDCs, local authorities and relevant Governmental departments;
  • Upon request, meet and represent ACTED at Donor meetings.

Accountability to Communities and Beneficiaries

The Program Coordinator is responsible for ensuring that all relations with the communities we work are conducted in a respectful and consultative manner.  Due attention must be paid to ensuring that communities are adequately consulted and informed about ACTED programme objectives, activities, beneficiary selection criteria, and methodologies.  This is the responsibility of every ACTED staff member.

 

3. Knowledge, skills

  • University Degree in field relating to humanitarian and development work, program management or a relatable field (agriculture, community development, social work, economics)
  • 3-5 years of experience in similar position (Project Manager) and specifically in agriculture, community development, civil society strengthening, or enterprise support in Lebanon with an INGO and/or UN agency;
  • Fluent in Arabic, with excellent written and verbal English skills and the ability to work in an international context.
  • Excellent interpersonal skills and external relations;
  • Excellent organizational skills and attention to detail;
  • Independent, adaptable, flexible and hardworking;
  • Strong humanitarian motivation and understanding of international assistance.
  • Proven experience in dealing with local and Governmental stakeholders;
  • Strong capacity in the MS Office software (i.e., Word, Excel, and PowerPoint) is required.
  • Show great initiative and be able to work well in a team and independently.
  • Previous experience working with a variety of stakeholders in humanitarian or development aid
