Capacity Building Consultant

Background:

This project aims to strengthen the capacity of 10 CBOs working with INITIATE on child protection issues in Lebanon.

Objective:

The objective of this consultancy is to design and implement a needs assessment process to identify the strengths and weaknesses of 30 CBOs participating in the program. Based on the findings, the Consultant will develop customized capacity-building plans for 10 selected CBOs.

Scope of Work:

The Consultant will be responsible for the following activities:

• Develop a tool for, and conduct/monitor the implementation needs assessments with 30 CBOs. The needs assessments should identify strengths and weaknesses in the following areas:
  • Technical skills related to child protection programming
  • Financial management and procurement practices
  • Organizational development (e.g., policies and procedures, M&E systems)
• Analyze the needs assessment data to identify key capacity-building priorities for each CBO.
• Present each CBO (30) with a roadmap and checklist of missing areas they need to work on.
• Develop along with INITIATE, a customized capacity-building plan for 10 selected CBOs to develop customized ing plans. These plans should:
  • Be based on the specific needs identified in the assessments.
  • Outline clear areas for improvement in each CBO.
  • Include specific, measurable objectives for each capacity-building intervention.
  • Define strategies for achieving the objectives.
• Capacity Assessment for INITIATE. ( a background in fundraising is a plus)

Deliverables:

• A Capacity Building Assessment Tool.
• 30 Roadmaps for CBOs
• A report summarizing the findings of the needs assessments for all 30 CBOs.
• Ten (10) customized capacity-building plans for the selected CBOs.
• Final Report.

Timeline:

The consultancy is expected to be completed by end of 2026 with more focus in 2024 and 2025. A detailed work plan with specific milestones will be developed by the Consultant in consultation with INITIATE.

Qualifications:

• The Consultant should be a qualified and experienced individual or organization with expertise in conducting needs assessments and developing capacity-building plans for NGOs and CBOs. (5 to 10 years)
• Experience working collaboratively with stakeholders, including NGOs, CBOs, and government agencies.
• Strong analytical and report writing skills.
• Excellent communication and facilitation skills.
• Fluency in English and Arabic is required.

Selection Criteria:

Proposals will be evaluated based on the following criteria:

• Technical qualifications and experience of the Consultant
• Proposed methodology for conducting needs assessments and developing capacity-building plans
• Financial proposal
