NRC Lebanon: REOI-Haretna Baseline Evaluation _24-BEI-0012_PR8100790

ABOUT THE TENDER

The Norwegian Refugee Council Office in Lebanon has received a fund from the Agence Française de Développement ("AFD") for Haretna Project and intends to use part of it to conduct a Baseline Evaluation for Haretna Consortium, hereby NRC invites only consulting firms to express their interest for the consultancy contract by submitting application according to the conditions and requirements specified in the REOI document.

  2. OBJECTIVES: The baseline will be used to establish a starting point for comparison and provide an overview of the neighbourhood status before the implementation of project activities. It aims to identify and assess current participatory approaches employed in each neighbourhood, setting a benchmark and explore ways to enhance it.
  3. PROJECT SCOPE: The external evaluators should adopt a participatory approach, ensuring active engagement of partners, community members, and other stakeholders throughout the entire process with support from the Consortium Management Unit (CMU). The baseline's findings should be complemented by valid insights into social, gender, and power dynamic enablers and blockers to achieving desired outcomes. The external evaluators are expected to refer to the indicative log frame, Theory of Change (ToC) and project documents for comprehensive understanding before submitting the technical proposal.
  4. PROJECT TIMELINE: September 2024 to January 2025

SELECTION OF PREQUALIFIED RESPONDENTS

The purpose of this REOI is to establish a shortlist of not more than six (6) Prequalified Respondents for the subsequent Request for Proposal and to invite technical and financial proposals from these Respondents.

This Request for Expressions of Interest is open only to:

  • Consulting firms

Information submitted by Respondents will first be assessed for completeness and responsiveness.

Determination of the similarity of the experiences will be based on the criteria listed below and detailed in the REOI:

  • Technical Area of Expertise: Experience in Qualitative and Quantitative Data collection Methods.
  • Themes' specific experience:  Applicants should have proof of a relevant experience in at least three out of the five mentioned themes:
    1. Theme 1: Social cohesion         
    2. Theme 2: livelihood       
    3. Theme 3: Gender         
    4. Theme 4: Protection     
    5. Theme 5: Participatory approach

 

  • Location:  Lebanon or MENA specific experience.
  • Nature of the Service: Experience in Humanitarian and development project (Design, Monitoring & Evaluation)

Only Respondents who present at least one (1) reference for each of the above criteria will be considered for shortlisting as Prequalified Respondents. Among these, NRC will shortlist a maximum of six (6) service providers, to whom the Request for Proposals (RFP) to carry out the consultancy services shall be sent.

Disqualified Respondents will be informed accordingly by email to the authorized representative of the Respondent.

The Request for Expression of Interest will provide all the required information which is available in English for free download from the NRC e-Tendering website (eTB) using this LINK and before deadline to download the REOI pack that is due on July 29, 2024, at 16:30 (Beirut local time)

Any request for clarification must be received by NRC in writing via eTB LINK available also in the downloaded file 0_LINK TO UPLOAD BID.pdf before July 31, 2024, 13:00.

NRC will reply to all registered applicants before August 01, 2024, 16:30.
