TEAM PURPOSE: Oxfam in Lebanon is increasingly working at local, national and international levels to “ensure that women and men are protected and empowered to enjoy their basic rights and access services enabling them to live in dignity, within a more equitable society.” To achieve this vision, Oxfam in Lebanon implements actions involving Humanitarian Response, Governance, Economic and Gender Justice, Social Stability and Influencing, among other sectors.

JOB PURPOSE: The role will combine technical support and collaboration in the implementation of feminist and Women’s Rights-focussed initiatives, partnerships, grant, promotion of civic space, and digital engagement and support to civil society organisations. The task requirements associated with this work include partnership maintenance, vulnerability, needs and impact assessments, activity, progress and outcome reporting, coordination and networking as well as ensuring proper implementation of Monitoring, evaluation, Accountability and Learning frameworks. Moreover, the job necessitates significant level of understating and exposure to thematic focus related feminism, women’s rights, sexual and reproductive health and rights and LGBTQI+ rights, advocacy, policy influencing.

Key Responsibilities:

Prioritizing Local Leadership and Partnerships:

  • Organise  day-to-day field activity implementation, prioritizing collaboration with local leaders and partner organizations, particularly women's rights organizations (WROs) and community-based organizations (CBOs).
  • Work closely with partners' teams to develop and monitor work plans and spending plans, ensuring strong local ownership and alignment with community needs, especially those identified by informal structures.
  • Support the PM in fostering local leadership throughout the project cycle, ensuring donor requirements are met while empowering partners, particularly WROs and CBOs, to lead implementation.

Strengthening Monitoring and Accountability with a Local Focus:

  • Analyze data and observations based on field monitoring and accountability register, paying particular attention to trends related to access and participation of local leaders, WROs, CBOs, and informal structures.
  • Support the MEAL team to ensure all activities, including baselines and endlines, learning reviews, and project indicator monitoring, prioritize local voices and perspectives. Advocate for accountability to both Oxfam and partners, especially at the community level.

Promoting Collaboration and Resource Optimization:

  • Work with different Oxfam departments (finance, HR, communication, policy) to ensure synergy and optimize resources, prioritizing support for local leadership and partner capacity building, particularly for WROs and CBOs.
  • Facilitate project communication across departments, highlighting the essential role of local leadership, WROs, CBOs, and informal structures in achieving project goals.

Strengthening Fieldwork and Reporting:

  • Participate in regular field trips to project sites, collaborating with partners, particularly WROs and CBOs, to assess progress and effectiveness of activities, particularly those focusing on local leadership development.
  • In RAIS, Activity Info, and other reporting systems, emphasize the project's contribution to local leadership, partner capacity building (including WROs and CBOs), and its engagement with informal structures.

Ensuring Compliance and Reporting on Local Focus:

  • Report verbally and in writing to the PM, regularly highlighting the project's progress in empowering local leadership, supporting partners (WROs and CBOs), and strengthening informal structures.
  • Ensure all project activities comply with Oxfam's principles and standards of localization, local leadership, and feminism.
  • Actively contribute to report writing, reviewing partner reports (particularly from WROs and CBOs) with a focus on local engagement, and supporting the production of MEAL reports that demonstrate the project's impact on local leadership and community empowerment.

Advocacy and civic space for Gender rights and SRHR

  • Support the mapping, networking and building collaborations with local and national actors including grassroots organizations, relevant governmental authorities, women-rights (WROs) and feminist organisations;
  • Act as a liaison between communities, partners, national and international actors concerned about issues of gender, women rights and civic space;
  • Support gender and SRHR-focussed assessments, and knowledge production;
  • Support gender and SRHR-focused advocacy plans and campaigns;
  • Promote local leadership and localisation values, principles and approaches.

EXPERIENCE, KNOWLEDGE & COMPETENCIES

ESSENTIAL

  • Relevant work experience of 2 to 3 years in working on governance, women empowerment, gender minorities’ rights issues, community and economic development projects
  • Demonstrable experience in community mobilisation, as well as with local authorities and civil society engagement
  • A basic understanding of notions of feminism women rights
  • Proven previous experience working in the field of sexual and reproductive health
  • Good understanding and knowledge in application of do no harm, conflict sensitivity principles
  • A basic understanding of concepts of local leadership
  • Good levels of spoken and written English and Arabic
  • Proven analytical skills with proven skills in drafting and preparing reports
  • Strong facilitation skills and ability to deliver capacity building training sessions
  • Experience of balancing time between multiple projects and responsibilities, including responding to volunteers, attending various meetings, and completing administrative tasks
  • Willingness to work in insecure environments and a high level of adaptability and initiative

Desirable

  • Degree in gender studies, sociology, anthropology, or any other related field.
  • Experience contributing to reports, project plans, and monitoring, evaluation and learning processes
  • Understanding of monitoring and evaluation processes, learning, and adaptation
  • Previous experience working with communities in Tripoli
