Conduction of the Environmental Impact Assessment and detailed design of the closure of the Fnaidek Dump Site

COOPI Lebanon mission is issuing a call for proposals to undertake the Environmental Impact Assessment (EIA) and detailed design for the closure of the Fnaidek Dump Site located in Fnaydek, Akkar, North Lebanon. Over the years, the Fnaidek dump site has served as a disposal facility for municipal solid waste collected from the Fnaydek area. Although a Material Recovery Facility was previously constructed adjacent to the dump site, its operation was limited. Recognizing the urgency of the situation and in agreement with all stakeholders, there is a pressing need to close the Fnaidek dump site. The site spans an area of 3,688 m2 with waste reaching depths of up to 17.25 m, totaling an estimated volume of 55,000 m3. COOPI previously engaged EDESSA in 2021 to conduct a preliminary scoping report for the site's remediation. The proposed closure plan entails regrading and capping the waste to mitigate water infiltration and leachate.

The tender will be open only to the pre-selected candidates on the basis of a quality assessment procedure. The purpose of this procedure is to evaluate whether the candidate meet the requirements recommended by COOPI.
• Being on the list of pre-qualified environmental consultants of the CDR (MoE License)
• Existence for at least 5 years (Proof: - Certificate of incorporation in Lebanon and Ministry of Finance Registration)
COOPI will award the contract according to the Quality cost Based selection (QCBS) method.

Any Expression of Interest Dossier received after this deadline will not be considered.

Only the pre-qualified environmental consultants of the CDR by the Ministry of Environment will be considered
