National Gender Analysis (Beirut, Bekaa, North)

 

Background:

 

For the past three years, Lebanon has been struggling with the worst economic and financial crisis in its modern history, aggravated by several shocks that have threatened the security, health, livelihoods, and development of its population. These included the COVID-19 outbreak, the August 4th Beirut explosion, and a major political deadlock paralleled with a significant deterioration in the overall security situation across the country. Since October 2019, the Lebanese Pound (LBP) has lost over 92% of its value to the US Dollar on the parallel market. By the end of February 2022, food and fuel prices have risen by 1000%. By May 2022, the LBP was trading at 37,000 to the dollar in the parallel market, 25 times the official rate (1,500 LBP to the Dollar). 

 

Today, political and economic instability threaten the livelihoods and safety of all population groups. As a result, individuals and families are finding it difficult to secure their livelihood and poverty rates continue to rise, with more than 80% of the Lebanese population living below the poverty line, nearly double the headcount poverty rate registered in 2019. This comes on top of the devastating repercussions of the Syrian war on Lebanon, the country with the highest refugee population per capita.

 

The impact of these crises is falling disproportionately on different population groups, with those who were at a disadvantage before the crisis, particularly women, Syrian refugees, PWDs, and LGBTQIA+ people becoming even more vulnerable today. According to UN women, the concentration of women, across both Lebanese and refugee populations, has been consistently high among the more economically vulnerable, food insecure, unemployed, and among GBV survivors. In fact, the current crisis is estimated to result in 14-19% reduction in women’s participation in the labor force, which already hovered at a global low of 29% prior to the crisis. The poor and vulnerable among Lebanese and refugee communities have also been hit hard by the worsening economic conditions, currency depreciation, and deterioration of public services including healthcare services, social protection, and infrastructure.

 

Objective of the consultancy

 

Oxfam is planning a gender analysis that explores the relationships between men and women in Oxfam’s areas of intervention, their access to resources, their activities, and the challenges they face relative to each other.

 

The objective of this consultancy is to collect data from a total of 1600 Lebanese and non-Lebanese men and women in four different areas: Beirut, Bekaa, Tripoli and Minieh Donnieh (400 participants in each area).

 

 

Expected Deliverables

 

While Oxfam will be providing the consultant with the data collection tool (questionnaire), the consultant is expected to provide:

  • Cleaned database (qualitative, quantitative)
  • Report with findings (data visualized in charts)

The consultant is not responsible for analyzing the data.

The consultant is expected to respond to two rounds of feedback by Oxfam.

Timeline and expected number of days

 

The consultant is expected to provide the deliverables within a period of 20 days that extends between November 5th  and 30th, 2022.

 

Consultant qualifications:

 

This consultancy should be led by a person (or persons/company) with:

  • Prior experience in outreach, qualitative and quantitative data collection, and data visualization
  • Prior experience working on gender analysis assignments and on gender-related issues in Lebanon;
  • Excellent communications skills in English and Arabic;
  • A familiarity or direct experience working in the targeted areas is preferred;
  • Flexibility to provide support;
  • Availability to start immediately

The process will be directed by Oxfam’s guidelines for the ethical conduct of evaluations and research, guiding the team of consultants through careful consideration of the key ethical implications at every stage of the harvest. SHARING AND USING FINDINGS:

 

The final report will be shared internally with Oxfam staff and affiliates. It will also be shared externally with relevant actors and organizations. Generated data will be used to inform Oxfam’s programmes in Lebanon.

 

DISCLOSURE:

 

Although free to discuss with the authorities on anything relevant to the assignment, under the terms of reference, the consultant is not authorized to make any commitments on behalf of Oxfam. All data collected as part of this consultancy belongs to Oxfam and public dissemination of the data and findings and recommendations can only be done with the written consent of the Oxfam.

1. A CV for the consultant/company;

2. A maximum 2-page document outlining similar previous consultancies (along with an explanation of the purpose of the consultancy, who the contracting authority was)
