Call for Proposals for Boys under Protection Orders

This Request for Proposal falls under the project entitled ‘Supporting Beirut’s Immediate Social Recovery Services” funded by the World Bank. All activities carried out by the IRC partners under this project are fully funded by the Bank.

The IRC aims to establish one partnership with an LNGO through an open competitive selection process in Beirut and Mount Lebanon areas. The partnership aims to achieve the following outcomes:

  1. Through supporting the operational costs of the potential shelter and providing a safe place for boys, different services and activities will be delivered to respond to boys at risk with protection orders and their needs. Expected deliverables:
    1. Sub-grantee is providing centered child protection case management under the supervision of judicial services with alternative care plans designed with and for the child with a multidisciplinary team. Taking into consideration the different types of alternative care (host families, extended families, etc.), and approved by the judges reported through the case management database, case management tools, national SOPs annexes, alternative care forms, and UNICEF reporting databse.
    2. Sub-grantee is providing focused psychosocial support sessions to support the boys inside the shelter, reported through quarterly narrative reports and monthly progress reports, satisfaction surveys, and pre and post-tests (To be determined by the selected partner on the frequency of the surveys and tests).
    3. Sub-grantee is providing life skills for the boys inside the shelter, reported through quarterly narrative reports and monthly progress reports, satisfaction surveys, and pre and post-tests (To be determined by the selected partner on the frequency of the surveys and tests).
    4. Sub-grantee is providing mental health support when needed. 
    5. Sub-grantee is providing parenting skills sessions (if available) for the trusted caregivers to have nurturing approach for the children, ensure a smooth transition, and make sure the children will have a safe place outside the shelter, reported through quarterly narrative reports and monthly progress reports, satisfaction surveys, and pre and post-tests (To be determined by the selected partner on the frequency of the surveys and tests).
    6. Sub-grantee is covering operational costs to run the shelters and provide a safe place for boys exposed to risk, reported through financial reports (frequency to be determined).
    7. Sub-grantee is referring beneficiaries in need of forensic/emergency Medical/CMR services and legal assistance through networking and referral systems, reported through quarterly narrative reports and monthly progress reports and/or referral tracking database (To be determined by the selected partner on the frequency of their database).

Target: 45 boys will be targeted during the implementation of the project.
