Background

Oxfam is a global movement of people, working together to end the injustice of poverty through campaigning and responding to the needs of the poor. Oxfam has been working in Lebanon since 1993. We provide humanitarian assistance to vulnerable people affected by conflict, and we promote economic justice and good governance, and women’s rights. Oxfam also works with local partners to contribute to the protection and empowerment of marginalized women and men.

 

The project aims to increased resilience and social stability of 12,600 Lebanese and refugee women, men, girls and boys affected by the multi-faceted crises in Lebanon.  The outcomes include: 1. Crisis-affected populations in Tripoli and the Beddawi Camp, particularly women and youth, have strengthened agency and improved access to protection and basic services and 2. Crisis-affected populations and local actors in Tripoli and the Beddawi Camp are active agents in the promotion of protection, resilience and social stability.  The project is implemented in partnership with Association Najdeh, Utopia and ABAAD.

Project Objectives

Provide electricity to the Social Development Centers offices in Tabbeneh and Qobeh using Solar Technology.

 

SDC Tebbeneh and Kobbe staff highlighted that solar power as renewable energy source is their main priority as current shortage in electricity is the main obstacle to their daily tasks and services delivery.  The fuel crisis is taking its toll on daily electricity supply.  Due to steep fuel price hikes and limited availability (which is still expected to worsen) SDCs are unable to procure fuel to generate electricity.  Many beneficiaries are dependent on SDCs to provided services (primary health care, kindergarten, cash assistance for most vulnerable families).  Unavailability of these services due to lack of electricity is a barrier to meet the basic needs of vulnerable people and becoming a protection and social stability concern.  It is expected that the availability of solar power will enable SDCs to continue their services to people in need.

SCOPE OF THE WORK

Activity: Design, supply and install a PV (ON/OFF)- Hybrid system 3.5 KWp to produce up to 14 amperes during Summer day with battery autonomy (3A/4 hours) during a day.

 

Closing Date: Offers to be submitted on or before Wednesday November 3rd, 2021 at 3:00 PM.

“RFQ-LBBEY-21-0110 Implementation of Solar System in North Lebanon”.

Content of Works:

  1. Supply and install a total of 3500 Wp PV system, Panels shall be of Monocrystalline type and from a well-known brand (supplier to provide data sheet).
  2. Supply and install Galvanized Steel structure for the Solar system. The steel structure shall be fixed on concrete pads. No floor drilling is allowed. (supplier to provide data sheet).
  3. Supply & Installation of Hybrid inverter, high frequency, 5 KW, 48VDC/220VAC single phase, pure sine wave, with built-in 80 Amperes MPPT solar charger. (supplier to provide data sheet).
  4. Supply and installation of a battery bank. The battery bank usable capacity shall be of a minimum 3000 Wh @ 50% DOD to provide a total of 14 Ah equivalent to 3.5 Amps consumption for 4 hours. (supplier to provide data sheet).
  5. Supply and install all the DC & AC cables, battery cables, connectors, circuit breakers, panel board, protection devices and accessories.
  6. Supply and install all the needed AC cables and accessories connect selected loads such as lighting, Laptops, PC & printer sockets.
  7. Design, supervision, and final commissioning of the system with 1 years after sales services.

 

All material documents shall be submitted for approval, all items to be of well-known brands. The offered system shall comply with suggested BOQ but shall not be limited to the indicated equipment and devices. Any additional or complementary equipment or devices shall be included to ensure the right and complete operation of the system. The below BOQ is indicative.

General Conditions:

  • The contractor must take into consideration COVID-19 precaution measures during the construction.
  • The period of execution the works in the site shall up to 15 working days from date of handover the site.
  • The contractor should prepare and submit technical and financial offer for the works with details of the execution plan, detailed Bills of Quantities, and execution schedule.
  • The contractor must visit work sites before submitting his technical offer.
  • The tender items are not dividable.
  • The site engineer may amend what he deems "technically" suitable for the project and after taking the approval of Oxfam, and the Contractor must abide completely with instruction of the supervising committee.
  • The Contractor’s relationship will directly be with OXFAM staff and not with the SDCs.
  • Oxfam shall give the approval before installing any item especially PV panels, Inverter, and batteries.
  • Oxfam Team or his/her representative is responsible to monitor and confirm the work.
  • Ensure safety and security/prevention to avoid any accident while implementing.
  • Oxfam has the right to increase or decrease quantities at the same unit cost and to request additional items.
  • Cleaning and removing the existing debris and unused materials from inside and around the site and transporting debris outside the site as directed by the engineer.

 

Contractor

  • The contractor must ensure that the supplied items are brand new and not renewed, and that applies to all the supplied items. Preference is given to the items that have proven technical quality and efficiency during the operation
  • The contractor is committed to all the engineering specification.
  • Any unclarified items in the BOQ must be discussed with Oxfam staff.
  • Procedure of execution in the site will be shared with contractor after signing the contract.

All the bidders must do a site visit that will be organized by Logistic team and program team before submitting their offers.

 

Selection criteria for administrative compliance:

This part concerns the information given in the supplier questionnaire, each Bidding parties can also include any other document he wishes, to assist us in judging their suitability according to the below criteria:

  • Company Profile.
  • At least Three years of experience in the same domain of construction (company name, contact name and phone number) with Recommendation Letters.
  • Size of customer database - along with a list of your main customers including any Non-Governmental Organizations (NGOs) and U.N. agencies
  • Copies of Institution registration certificate and VAT registration certificate (if available) apply for companies only not individuals.
  • Datasheets of the equipment.

 

 

Pricing / Required Details

The prices must be presented according to the following titles:

  1. All tenderers must be qualified technically and financially to be able to submit their offers.
  2. The unit prices and rates must be presented in US dollars for each of the offer items.

 

Coordination and Supervision

The activity will be supervised by Oxfam’s team. Oxfam may assign additional staff during the implementation of activity.

Site Survey:

A mandatory site visit will take place on Monday November 1st 2021, at 8:30 am; meeting point will be SDC Tebbeneh, then moving to the second site at Kobbe.

 

Failure to attend the meeting and site visit will be considered as disqualified and result in rendering the absent bidder as ‘non- eligible’.

 

Timeframe and Payment

100% payment after completing the construction of the requested quantity and submitting the financial documents.
