Call for Tenders - Electrical System Upgrades and Repairs

Michel Daher Social Foundation (MDSF), established in 2014, is a Lebanese NGO dedicated to addressing the unique challenges faced by communities in Central Bekaa. community development, and livelihood. MDSF's mission is rooted in providing support to help people overcome life challenges and make a positive impact on the Bekaa community.

Project Overview:
The project aims to increase access to safe and reliable water services among communities in Zahle Caza, Lebanon, with a focus on improving the capacities of the Bekaa Water Establishment (BWE) and enhancing water services for upstream and downstream communities of Jdita. The project includes technical and material capacity strengthening, community engagement, facilitation of allocation agreements, and activation of the regional water network.

 

Scope of Work
Electrical System Upgrades and Repairs

  • Repair all loose and damaged connections in electrical panel boards and components, including MCCBs, MTS, and pump panel boards. (BoQ will be identified after site inspection)

- Replace existing cable lugs, cable glands, shrink tubes, nuts, bolts, washers, cable ties, and all relevant accessories with new ones as required, determined during inspection.

  • Add high-standard 4x240mm² power cables (approximately 13.5 meters) in parallel to:

-The main power cable (feeder) between the transformer and the Mains MCCB.

- The power cable between the Mains MCCB and the MTS.
- Include 16 x 240mm² cable lugs for the installation.

Load Balancing and Cable Upgrades

  • Redistribute the loads of the station to ensure similar loads across all phases.
  • Replace torsade cables connecting the 6mm² PV cables (approximately 5,400 meters) from the mountainside PV array to the DC panel board.

- Install fuse/fuse holders at the mountainside to connect the existing 6mm² PV cables to the new ones.
- Ensure proper and safe installation of fuse/fuse holders while maintaining system integrity.

  • Upgrade the output wiring of the DC panel board to the VFD with a 10mm² PV cable (30 meters estimated).
  • Replace the old DC system with a new, high-grade standard that includes:

- 42 DC fuse/fuse holders (20A).
- 21 SPD 1KV.
- A large DC panel board for the facility.
- A waterproof, high-quality, durable panel board for fuse/fuse holders.

System Protection and Safety Measures

  • Install a proper NC disconnect emergency switch (e.g., Schneider) for the electrical equipment of the station.

- Use a 2x2.5mm² control cable, with the location to be decided during work.

  • Close all electrical enclosures to mitigate hazards.
  • Fix the loose MTS panel board and its junctions to the wall to prevent hazards.
  • Enclose all exposed electrical cables:

- Inside the facility using cable covers/boxes.
- Outside the facility using a concrete channel.

Panel Board and Circuit Enhancements

  • Replace the existing DC panel board circuit breakers with industrial-grade switches:

- 21 DC disconnect switches (32A).

  • Install high-grade components for the DC system, including:

- Fuse/fuse holders.
- SPDs.

- New, durable panel boards.

Solar System Maintenance

  • Inspect and clean all solar panels across the facility, including:

- The mountainside PV array.
- The roof of the main building.
- The roof of the small building.

  • Relocate the two solar panels connected to the SOROTEC inverter from the mountainside to the main building roof.

- Properly reconnect the solar panels to the SOROTEC inverter.

 

Expected Deliverables 

The Qualifications 
The contractor is to fulfill all requirements of the scope of work and in case of any discrepancies and/or unexpected circumstances to notify immediately. The contractor is to provide a fully functional pumping facility with all properly operating pumps, chlorination (SCADA), electrical systems, and cameras. The buildings are to be well repaired (waterproofing, closing holes). The PV system and generators are to be fully operational and in optimal condition, in addition to implementing a proper shutdown policy. All electrical wirings are to be well maintained and properly connected, and the to-be-installed cables must be correctly and safely wired. All safety hazards are to be dealt with properly (electrical enclosures, cable covering, etc.). All leakages (diesel, water) are to be repaired and made sure to be long-term.

 

Payment Terms 
1. Payment Method:

  • Payment will be made via bank transfer or Telegraphic Transfer (TT) within 15 working days after the completion of the service.
  • Payment will be made after the completion of the service.

Note: If the supplier does not provide a valid MOF certificate, they will be subject to a deduction of 3.4% on the purchase of goods and 8.5% on services, in accordance with the applicable tax rules and regulations.

 

Selection Criteria
