Borderless NGO is dedicated to providing inclusive and high-quality education to marginalized communities, focusing on refugees and vulnerable host populations. The Non-Formal Education (NFE) program addresses gaps in access to education by offering tailored learning opportunities aligned with the Ministry of Education and Higher Education (MEHE) frameworks. With a commitment to the INEE Minimum Standards and 21st-century educational practices, Borderless NGO ensures its programs equip learners with the skills and knowledge necessary for future success.
The Education Technical Officer Consultant will play a key role in enhancing the design, implementation, and evaluation of NFE programs, aligning them with national and international standards while addressing the unique needs of Lebanon’s diverse educational landscape.
Objectives of the Consultancy
- Strengthen NFE programs to align with MEHE’s Non-Formal Education Framework and the INEE Minimum Standards.
- Integrate 21st-century education skills such as critical thinking, collaboration, digital literacy, and creativity into NFE curricula.
- Establish clear transition pathways between non-formal and formal education systems.
- Build the capacity of educators and program staff to deliver high-quality education that meets the needs of diverse learners.
Roles and Responsibilities
1. Program Design and Development
- Assess the current NFE programs and identify areas for improvement.
- Revise and adapt curricula to align with MEHE guidelines, INEE standards, and global best practices in 21st-century education.
- Develop frameworks that integrate life skills, vocational readiness, and psychosocial support into the learning experience.
- Create implementation schedules for lesson plans to ensure smooth delivery of curricula, considering timeframes, milestones, and student needs.
2. Training and Capacity Building
- Design and conduct training workshops for educators on active learning methodologies, inclusive teaching strategies, and technology integration.
- Develop resource toolkits for teachers to support effective lesson planning, classroom management, and student engagement.
- Schedule and facilitate regular meetings with teachers to provide technical support, address challenges, and discuss progress.
- Conduct follow-up coaching sessions to reinforce training concepts and ensure effective application in classrooms.
3. Lesson Planning and Implementation Support
- Provide guidance on the development of weekly and monthly lesson plans, ensuring alignment with program goals and educational standards.
- Review and approve lesson plans, offering constructive feedback to teachers for improvement.
- Collaborate with teachers to design interactive and student-centered learning activities that promote engagement and skill development.
- Monitor the implementation of lesson plans in the classroom and provide ongoing technical support to address emerging challenges.
4. Quality Assurance and Monitoring
- Establish a monitoring and evaluation (M&E) framework to measure program impact and student progress.
- Conduct classroom observations to assess teaching practices, student engagement, and adherence to lesson plans.
- Maintain detailed records of observations and provide actionable feedback to educators.
- Collect and analyze data on student attendance, participation, and learning outcomes to inform program adjustments.
- Prepare regular reports detailing progress, challenges, and recommendations for improvement.
5. Coordination and Advocacy
- Serve as a liaison between Borderless NGO, MEHE, local authorities, and other stakeholders to ensure program alignment with national policies.
- Advocate for the inclusion of marginalized groups, such as children with disabilities, in education programs.
- Participate in education sector working groups and represent Borderless NGO’s initiatives.
Deliverables
- Revised NFE curriculum aligned with MEHE, INEE, and 21st-century education standards.
- Comprehensive training materials and toolkits for educators.
- Schedule for lesson plan implementation, including milestones and timelines.
- Regularly updated reports on teacher performance, classroom observations, and program outcomes.
- Final consultancy report with recommendations for program sustainability and scalability.
Qualifications and Experience
Essential:
- Advanced degree in Education, Social Sciences, or a related field.
- Minimum of 5 years of experience in education programming, with a focus on NFE.
- Strong knowledge of MEHE’s Non-Formal Education Framework and local education policies in Lebanon.
- Expertise in INEE Minimum Standards and integrating 21st-century education skills into curricula.
- Proven experience in teacher training, curriculum development, and program evaluation.
- Proficiency in English and Arabic, with excellent report-writing and communication skills.
Desirable:
- Experience working with refugee populations and underserved communities.
- Familiarity with psychosocial support (PSS), child protection, and inclusive education practices.
- Prior collaboration with MEHE or education sector stakeholders in Lebanon.
Working Conditions
- Based in Lebanon, Beirut (Travel to Tripoli - Saida)
- Flexible schedule to accommodate workshops, field visits, and stakeholder meetings.
