Background
DCA Lebanon has worked in mine action since 2007. In addition to reducing the harm from explosion, clearance activities also release contaminated land for socio-economic development in the context of rising demands from the local and refugee population. In 2012, DCA began implementing humanitarian and development projects through local partners and scaled up its operations in 2021 due to the deepening crisis in the country.

Role
The objective of this position is to provide full control on the mine action team working under his/her responsibility in line with DCA SOP & NMAS.
Responsibilities
- Ensure team members always adhere to DCA SOPS & NMAS.
- Make sure that the team has the required clearance equipment prior to leaving the base.
- Confirm that the equipment is in working order and has appropriate spares prior to leaving the base.
- Inspect for abnormalities in the cleared area of the clearance task every morning prior to the start of work.
- Conduct daily QA as per the clearance plan.
- Oversee CASEVAC exercises planned by the MC.
- Prepare, maintain, and control necessary stores/equipment for the team and have an equipment list on site.
- Brief the team daily prior to starting work.
- Deploy the team in accordance with the clearance plan.
- Ensure the medic maintains communications with DCA radio room, prior to commencing work and during the working day.
- Ensure the medics keep the Control Point clean and tidy at all times.
- Ensure the medic and driver keep the ambulance clean and tidy at all times.
- Brief and ensure the safety of all visitors to the task sites.
- Ensure that all reports and logbooks are updated daily.
- Submit logistical requests to the Logistics Officer with a minimum of 2 days’ notice for procurement.
- Report faulty/damaged clearance equipment to the QAO.
Background
- Minimum of 4 years’ experience in HMA activities.
- Significant experience in mine-action operations, including clearance and team coordination.
- Previously certified accreditation to conduct demolition.
- EOD level 2 experience.
- Command control.
- Leadership skills/or demonstrated experience in a supervisory or leadership role, preferably within a hazardous environment or mine-action context; to brief the team daily, ensuring they have clear instructions and understanding of the tasks.
- Previous experience in adhering to and enforcing safety protocols and security measures in mine-action operations.
- Experience in managing and maintaining clearance equipment, ensuring functionality and readiness.
- Ability to ensure that team members adhere to DCA SOP & NMAS consistently during clearance operations.
- Previous involvement in Quality Assurance tasks, including conducting daily checks in accordance with the clearance plan.
- Familiarity with emergency response procedures, including casualty evacuation (CASEVAC) exercises.
- Skill in verifying appropriate spares is available to address equipment issues.
- Capability to physically inspect the cleared area for abnormalities and take corrective actions.
- Proficiency in overseeing CASEVAC exercises planned by the Senior Medic, ensuring team readiness for emergencies.
- Capability to deploy the team according to the clearance plan and Site Supervisor's instructions.
- Ability to brief and ensure the safety of all visitors to the task sites.
- A bachelor's degree or equivalent in a relevant field such as Mine Action, Environmental Sciences, or a related discipline is preferred.
- Certifications or training in mine action, mine clearance, safety protocols, or related fields are advantageous.
- Proficiency in the local language is essential for effective communication with team members, local communities, and visitors.
- Proficiency in English is beneficial, especially for communication with international organizations.
- Excellent communication skills to effectively brief the team daily, ensuring they have a clear understanding of tasks.
- Capability to facilitate communication between the medic, radio room, and team members.
- Ability to address unexpected challenges during clearance operations and adapt to changing circumstances.
- Skill in making quick decisions to ensure the safety and efficiency of operations.
- Ability to collaborate effectively with team members, fostering a positive and motivated work environment.
- Skill in resolving conflicts and promoting teamwork among diverse team members.
Reporting
- Regular reports on the performance and services will be submitted to the Field Operations Officer on a weekly basis.
- Regular check-ins and feedback sessions will be conducted to ensure effective coordination and support.
