Position’s mission:

Under the supervision of the HAS Manager, the Tracking Officer tracks movements and monitors the security context.

Reports to: HAS Manager

Interacts with: HAS team, Fleet, operations and programme team, support team, volunteers

 

Missions / Responsibilities:

Mission 1: OPERATIONAL IMPLEMENTATION

Responsibility 1-1: Movement tracking

Activities:

  • Helps brief teams before travel.
  • Ensures that all HI vehicles comply with programme safety standards.
  • Liaise with logistics to ensure regular briefing of drivers.
  • Tracks the movements of HI staff and activities according to current procedures.
  • Liaise with Manager for movement approvals.
  • Tracks vehicle positions and records vehicle movements.
  • Ensures that all movements are reported according to current procedures.
  • Sounds the alarm and reports to Manager any incidents or problems during travel or any anomalies prior to travel.
  • Trains new starters in movement procedures and the use of communication and tracking tools.

Responsibility 1-2: Monitoring the security context

Activities:

  • Follow up with teams to get feedback on situation on the ground.
  • Monitors security events daily and reports back to the Manager.
  • Monitors external security incidents and helps with analyses.
  • Cross check external incidents with current movements and report potential threat to Manager.

Responsibility 1-3: Additional missions to be defined according to the needs of the programme and the framework of the HAS Manager or Supervisor.

Activities:

  • Supports logistics with the management of safety files (assessment of HI premises, emergency kit, means of communication, fire extinguishers, vehicle equipment etc.).
  • Helps with the reporting and management of security incidents.

Qualifications:

Education:

  • Essential: Certificate in logistics, security or fleet management (or any other field relevant for the position).
  • Desirable: Bachelor Degree
  • Desirable: trained in humanitarian access and security management.

Experience:

  • Minimum 1 year experience in humanitarian action and NGOs
  • Experience in logistics, Fleet Manager or a position with security (or transferable) responsibilities

Language:

  • Essential: English and Arabic mandatory (oral and written)

Professional skills for Humanitarian Access and Security:

  • Essential: Analysis of the security context
  • Essential: Good communication and interpersonal skills
  • Essential: knowledge of the humanitarian principles and humanitarian security management framework
  • Desirable: Analysis of security risks
  • Desirable: Management of security incidents

  • Essential: Office automation and IT tools (google maps, google earth)
  • Desirable: Use of tracking devices in the past (online GPS tracking platform, satellite phone, radios)

Basic salary ranges for the position is going to be paid according to the experience and to HI salary Grid.
