1. BACKGROUND:
The Mental Health and Psychosocial Support (MHPSS) Department provides MHPSS consultations through its case management teams located in Bekaa, South, Akkar, Akkar, Beirut and Mount Lebanon. Additionally, it provides awareness sessions on mental health topics, and community support group activities, mental health trainings, and coordination with the National Mental Health Program, with the Ministry of Public Health (MoPH) for the integration of mental health into primary healthcare.
2. PURPOSE:
The purpose of this scope of work is to support the procurement of the services of Mental health Integration Consultant. The consultant will support IMC’s integration project, by providing expertise in project oversight, budgeting, and technical guidance. They will liaise with senior stakeholders, key staff, and ensure timely, cost-effective delivery of activities.
3. SCOPE OF THE ASSIGNMENT:
I. Project Implementation:
Provide guidance and support to the focal point in selecting clinics and designing integration projects, including budgeting.
Assist the focal point in coordinating with NMHP and MoPH to ensure alignment with national strategies.
Support the focal point in overseeing and organizing the work of IMC and PHCC staff involved in the integration projects.
Guide the focal point during audit visits, offering technical support and focusing on project tools and data.
Provide direction on maintaining effective relationships with PHCCs and partners.
Support program development, offering recommendations as needed.
II. Monitoring and Evaluation:
Guide the focal point to ensure that project activities and trainings align with protocols, objectives, and timelines.
Assist in the proper implementation of evaluation tools to measure project success.
Provide support to the focal point in reporting key issues and in developing and utilizing M&E tools.
III. Capacity Building:
Support the focal point in training sessions, supervision, and team meetings, serving as a mentor for activities related to integration.
IV. Reporting:
Guide the focal point in conducting regular visits to monitor project progress and ensure consistent, accurate data collection.
Assist in data analysis, preparing regular reports, and documenting meetings.
Support the focal point in conducting file audits and tracking progress through detailed project plans.
V. Budgeting:
Provide guidance on budget management to the focal point, ensuring resource availability and allocation.
Assist in making financial adjustments based on project constraints and budgetary analysis.
4. DELIVERABLES DESCRIPTION:
Submit monthly report of the work executed at the end of each month.
A fixed fee of 1,000 USD/month based on submission of monthly report covering 16 hours/week. Transportation to field areas will be through International Medical Corps Cars.
Location: Consultant will conduct the work remotely and, in all regions (BML/South/North & Bekaa)
Consultant Specifications
To perform this consultancy successfully, an individual must be able to perform each task with or without reasonable accommodation.
Master’s degree in psychology, public health, or any other related fields.
Experience in integration component is a plus
Fluent in spoken Arabic and English languages.
Previous NGO experience is a must
Payment
Payments are delivery-based. Any deliverable not meeting the required specifications will have to be reworked and resubmitted at no additional cost.
The proposed payment schedule for this assignment (total budget) 1,000 USD/month.
To be paid (e.g daily, monthly, end of assignment, on a specific date): Payment to be paid monthly.
International Medical Corps shall pay Consultant at hourly, daily, monthly rate. Monthly rate
Payments are made upon submission of progress reports on completed tasks, outlined against planned outputs. Based on the report and satisfactory performance, payments will be certified by the supervisor.
TITLE RIGHTS
International Medical Corps shall be entitled to all property rights including but not limited to patents, copyrights and trademarks with regard to material, which bears a direct relation to, or is made in consequence of, the services provided to the organization by the consultant.
INSURANCE
Consultants are fully responsible for arranging, at their own expense, such life, health and other forms of insurance covering their period of service on behalf of International Medical Corps as they consider appropriate. Consultants are not eligible to participate in life or health insurance schemes available to International Medical Corps employees
TAXATION
International Medical Corps undertake no liability for taxes, duty or other contributions payable by the consultant on payments under this contract.
TERMINATION OF CONTRACT
Either party may terminate this contract before the expiry date of the contract by giving notice in writing to the other party.
The period of notice shall be 5 days in case of contract less than 2 months duration and 30 days in the case of contracts for longer periods; provided however that the in the event of termination on the grounds of misconduct or the in the event of termination on the grounds of misconduct or poor performance by the consultant, International Medical Corps shall be entitled to terminate the contract without notice.
In the event of the contract being terminated prior to its due expiry date, the consultant shall be compensated pro rata for no more than the actual amount of work performed to the satisfaction of International Medical Corps.
Code of Conduct
