The Norwegian Refugee Council (NRC) Lebanon is seeking an Advocacy Manager to amplify the voices of refugees and people affected by the conflict in the South. NRC anchors its com and advocacy work in its operation and field experience in Lebanon, NRC work in legal assistance, education/youth, wash and shelter.  We are putting a strong emphasis on community engagement. gender transformative programming and durable solutions. Since October 2023, we did scale up an emergency response to the impact of the conflict along the Blue Line. We are looking for a bold and visionary person who will support building strong and meaningful engagement with different stakeholders, be consistent and constructive in building the space for principled and efficient humanitarian response and system. 

You will lead strategic thinking on strengthening guiding NRC’s public and private advocacy to promote the rights and protection of conflict affected populations and the realization of a principled humanitarian response in Lebanon.

What you will do:

- Ensure that NRC Lebanon meets donors’ commitments regarding communication and advocacy initiatives.

- Liaise with and influence representatives from the Government of Lebanon, donor agencies, and the international community on NRC advocacy priorities and recommendations, including emergent events and emergency responses

- Ensure that NRC’s global and regional advocacy strategy and initiatives are implemented and that these strategies are reflective of the specificities of the Lebanon context 

- Revise and update the NRC Country Office advocacy strategy as necessary and draft and deliver necessary reporting documents, including Advocacy Key Messages

- Work with programme and Monitoring and Evaluation teams to collect and analyse data to inform advocacy directions, for use in the production and distribution of advocacy-focused briefs to donors, government, and the diplomatic community

- Support communications and programme staff to develop visibility, features and stories for the NRC website and other fora

What you will bring:

- Bachelor’s degree in political sciences, Journalism, Law, or any other relevant field

- Minimum 3 years of experience from working as an Advocacy Adviser/Manager in a humanitarian/development context

- Professional knowledge of humanitarian and protection principles

- Professional experience and knowledge of forced migration law and policy

- Communications management, including internal communications and communicating with communities

- Experience from working in complex and volatile contexts

-Experiencing planning and overseeing communications and media planning

- Fluency in English, both written and verbal

- Good knowledge of the Lebanese context

- Strong writing and analytical skills

- Knowledge of Arabic an advantage

What we offer

- Duty station: Beirut, Lebanon. 

- Contract: National contract, 12 Month Fixed-term, renewable based on performance, funding, and the need for the position. 

- Travel: Area Offices, Community Centers, Regional Office and any other area. 

- Salary/benefits: Grade 9 on NRC’s regional salary scale, with accompanying terms and conditions.
