1. Purpose

CARE established its presence in Lebanon in 2006 and has been responding to the Syrian Crisis since late 2012. Among CARE’s key imperatives is putting people it serves first through implementing cutting edge programming in areas it operates. CARE currently carries out activities in Beirut, Mount Lebanon, Akkar, North Lebanon, South Lebanon, and the Beqaa Valley. CARE implements both emergency and development projects contributing to livelihood, food security, protection, gender, shelter, and water, sanitation and hygiene. It targets the most vulnerable people and populations, both host communities and refugees. Over the course of 7 years, it has supported over than half a million beneficiaries.
 
In Lebanon, CARE’s program strategy for the upcoming years will focus on strengthening and expanding its emergency response and capacity to provide basic assistance services while pursuing development projects in areas of food security and livelihood support, gender and protection. CARE intends to maintain its presence in all areas of Lebanon.
 
CARE Lebanon has scaled up rapidly over the past few years and today it has about 90 staff members, with more than 15 different local/international partner organizations. 90% of the team is composed of national staff, with a symbolic number of international members.

Agriculture Farmers Development and Livelihoods (AFDAL), is a project that is led by CARE and implemented in partnership with Fair Trade Lebanon (FTL), and Association for the Development of Rural Capacities (ADR).  

The primary goal of AFDAL's project intervention is to promote resilience, food security, productivity, and sustainability in the agricultural sector. This is achieved by combining technical skills with financial and market knowledge, in addition to personal development. Integrating these skills helps agriculture stakeholders: i) make informed decisions that maximize their profits, ii) develop robust risk management strategies that build resilience and long-term sustainability, iii) manage their personal and work-related relationships, and  iii) enhance productivity while preserving  natural resources.

3. Organizational Relationships

The Outreach assistant will be responsible for support outreach activities, data monitoring, and analysis. This role requires strong skills in data analysis, screening, and project data management. The Outreach Officer will work closely with field teams, stakeholders, and data management personnel to ensure accurate and effective project implementation.

4. Specific Duties and Responsibilities

Outreach and Community Engagement:
•    Develop and implement outreach strategies to engage target communities and stakeholders effectively.
•    Conduct community meetings, focus groups, and interviews to gather information and understand community needs and concerns.
•    Build and maintain relationships with local authorities, community leaders, and organizations to support project goals and facilitate community participation.

Data Monitoring and Analysis:
•    Collect, monitor, and analyze project data related to outreach activities, assessments, and community feedback.
•    Perform data screening and ensure the accuracy and completeness of collected data.
•    Utilize data analysis tools to generate reports and insights that inform project planning and decision-making.
•    Develop and maintain databases to track outreach activities, participant information, and project progress.

Project Data Management:
•    Ensure proper documentation and filing of all project data, including outreach activities, assessments, and evaluation reports.
•    Organize and maintain project records, ensuring data confidentiality and compliance with data protection regulations.
•    Prepare detailed and accurate reports on outreach activities, data analysis, and assessment findings for project stakeholders and donors.

Assessment and Screening:
•    Conduct assessments and evaluations to identify and analyze project needs and performance.
•    Screen and process data from assessments to identify trends, gaps, and opportunities for improvement.
•    Collaborate with project teams to develop and implement action plans based on assessment results.

 

4. Qualifications / special skills or knowledge

•    Education: Bachelor’s degree in Statistics, Data Science, Social Sciences, or a related field.
•    Experience: Proven experience in data monitoring, analysis, and project management, preferably in an outreach or field-based role.
•    Skills: Strong analytical skills with proficiency in data analysis software and tools (e.g., Excel, SPSS, or similar). Excellent organizational and communication skills. Ability to handle multiple tasks and work under tight deadlines.
•    Knowledge: Understanding of data management practices, assessment methodologies, and community engagement strategies.

b. Experience: 

At least  0-1  years of relevant experience, especially at NGOs, academic organizations, standard-setting bodies, public agencies focused on Agriculture

c. Academic background:

Bachelor’s degree in one or several of the following areas: Statistics, Data Science, Social Sciences, or a related field.

d. Languages: English and/ or Arabic are the working language of CARE International.

Knowledge of other languages is an asset.

5. Other contract elements

Benefits: Social security/Health Insurance & Transport allowance.
The direct supervisor reserves the right to adapt this job description at any time during employment according to needs. 
Any extension of this contract is dependent on performance review and funding availability.
