Background

FHI 360 is a nonprofit human development organization dedicated to improving lives in lasting ways by advancing integrated, locally driven solutions in the fields of health, education, nutrition, environment, economic development, civil society, gender, youth, research, and technology. FHI 360 serves more than 70 countries and all U.S. states and territories. In Lebanon, FHI 360 is implementing the USAID-funded Lebanon Civic Action Accelerator Program (LEB-CAAP) which aims to enhance civil society responsiveness to locally driven demands to accelerate inclusive rights-based policies, practices, and services through a combination of grants, technical assistance, and partnerships. The Technical Officer II will be responsible for managing the technical aspect of grants/ projects, ensuring that grants activities are on track with work plans, providing support and technical assistance to grantees, ensuring compliance and proper reporting. The role also entails an active participation in grantee and civil society actors’ engagements.

Job Responsibilities

The Technical Officer II will contribute to the design, implementation and management of interventions that build the capacity of civil society organizations and advance their program delivery. Tasks include but are not limited to:

  • Contribute to the design of technical interventions and grants opportunities targeting Civil Society Organizations (CSOs) ion Lebanon.
  • Manage the workplans of grantees and partners to ensure their compliance with their project design, submission of quality deliverables, and meeting deadlines.
  • Coordinate with the grants, MEL, Communications teams in monitoring and reporting on grantee activities, conducting site visits and events; identifying capacity strengthening needs, identifying and facilitating networking and learning opportunities.
  • Document successes, lessons learned and challenges in implementation; report on project activities and results to show impact.
  • Responsible for the filing of all grants / projects technical deliverables and documents.
  • Provide partners with technical assistance to develop, implement, and monitor their grant activities through technical consultations, training and/or mentoring.
  • Provide review and input for grantees deliverables including but not limited to work plans, monthly and/ or quarterly reports.
  • Conducts analysis of grants implementation to identify areas for improvement and propose appropriate technical strategy and guidelines.
  • Assist in the development of the annual work plans, monthly and quarterly reports to USAID, as well as monitoring and evaluation plans and other reporting requirements as requested.
  • Coordinate programmatic, operational and logistical requirements needed to ensure effective implementation of assigned LEB-CAAP interventions and events.
  • Ensure compliance with donor requirements and organizational policies and procedures.
  • Participate in designing and facilitating civil society networking opportunities to enhance communication, learning and collaborative action.
  • Network with civil society actors at the local, regional, and national level and monitor priorities, trends and opportunities for engagement.

Gender Equality, Safeguarding and Social Inclusion:

  • Follow up and monitor the mainstreaming of gender equality, safeguarding, and social inclusion (GESSI) within the different grants across LEB-CAAP.

Other responsibilities:

  • Represent the project in external stakeholder meetings, conferences, and coordination platforms as needed.
  • Any other task that might arise. 

Qualifications

  • A minimum of 5+ years of relevant experience with projects management principles and practices for civil societies, and in civil society capacity strengthening, or a related field.
  • Experience in managing interventions, and grants within development programs, preferably with a focus on civil society and non-profit organizations.
  • Good understanding of civil society operational context and enabling environment.
  • Good understanding of challenges and opportunities on inclusion of vulnerable and marginalized groups in the Lebanese context.
  • Good relationship-building skills with local communities, partners, consultants, and other stakeholders.
  • Good communication skills, both written and verbal, with the ability to convey complex concepts in a clear and concise manner.
  • Strong analytical and problem-solving skills to identify gaps and propose innovative solutions.
  • Collaborative mindset with the ability to work effectively within a multidisciplinary team and with diverse stakeholders.
  • Familiarity with USAID regulations and grant compliance requirements preferred.
  • Fluency in English and Arabic.
  • Excellent organizational, time management, prioritization skills, attention to detail and report writing skills are required.
  • Proven computer skills with Microsoft tools.
