1. Purpose

CARE established its presence in Lebanon in 2006 and has been responding to the Syrian Crisis since late 2012. Among CARE’s key imperatives is putting people it serves first through implementing cutting edge programming in areas it operates. CARE currently carries out activities in Beirut, Mount Lebanon, Akkar, North Lebanon, South Lebanon, and the Beqaa Valley. CARE implements both emergency and development projects contributing to livelihood, food security, protection, gender, shelter, and water, sanitation and hygiene. It targets the most vulnerable people and populations, both host communities and refugees. Over the course of 7 years, it has supported over than half a million beneficiaries.
 
In Lebanon, CARE’s program strategy for the upcoming years will focus on strengthening and expanding its emergency response and capacity to provide basic assistance services while pursuing development projects in areas of food security and livelihood support, gender and protection. CARE intends to maintain its presence in all areas of Lebanon.
 
CARE Lebanon has scaled up rapidly over the past few years and today it has about 90 staff members, with more than 15 different local/international partner organizations. 90% of the team is composed of national staff, with a symbolic number of international members.
The Accounting Assistant is responsible for ensuring that payment vouchers are completed, properly supported, and filed in the Country Office. S/he is also responsible for all payment’s preparation, to support the finance team in the process of accounting operations, and other financial ad-hoc needs. This includes all filing works, retrieving documents, handling signed checks, recording documents received in finance, marking paid stamp in all paid vouchers, perform banking tasks as and when required.

3. Specific Duties and Responsibilities

Responsibility #1: Documentation and filing:

• Ensure that all payments are completed without any missing files before submitting them on Portal and checked by AP team.
• Follow up with AP team regarding any requested document for submitted requests on JIRA.
• Print all the vouchers created on People Soft and attaching them with their payments.
• Scan and file all the payments and locating them on the server with accurate labeling.
• Scan all petty cash payments and filing them in separate boxes with accurate labeling.
• Ensure that all expat PAYSLIPs are located on the server.
• Scan and file the monthly bank reconciliation files.
• Scan and file bank receipts.
• Scan and file the receivables, bank/EFT transfers.
• Submit all needed documents to grants department once needed.
• Work on audit samples and preparing all hard copies requested for audits.

Responsibility #2: Banking, Cash 

Working in close collaboration with the Senior Accounting Manager the incumbent is:

• Collect receipts from Bank and attaching them with their payments, specifically cash on counter receipts.
• Ensure that receipts memos raised are fully supported by a receipt, deposit slip, credit advice and details as to what the payment details.
• Ensure signatories sign bank cards whenever there are changes and submit the same to the banks leaving copies of finance files. 
• Prepare cash receipts for vendors, staff, or beneficiaries.
• Prepare all kind of Bank Letters and submit for signatories.

4. Qualifications / special skills or knowledge

•    Experience in One year in accounting field and good command of Excel, Word, and Outlook.. 
•    Extensive knowledge in Knowledge of accounting software – networking system is a plus.
•    Extensive experience interacting with and relating to gender professionals and international stakeholders at senior level. 
•    Team player with strong interpersonal skills, with the ability to build strong internal relationships and networks. 
•    Motivated self-starter who enjoys working in a collaborative and international environment

b. Experience: 

At least  0-1  years of relevant experience, academic organizations, standard-setting bodies, public agencies focused on , NGO experience is a plus.

c. Academic background:

Bachelor’s degree in one or several of the following areas: Accounting, Admin, and Finance.

d. Languages: English and/ or Arabic are the working language of CARE International.

Knowledge of other languages is an asset.

5. Other contract elements

The direct supervisor reserves the right to adapt this job description at any time during employment according to needs. 
Any extension of this contract is dependent on performance review and funding availability.
