 Terms of Reference (TOR) for Recruitment of Programs Director at ADYAN Foundation

Position Title: Programs Director

Location: Lebanon

Reporting to: Executive Director

 

Introduction: ADYAN Foundation is seeking a dynamic and experienced Programs Director to lead our diverse programs portfolio. The Programs Director will be responsible for ensuring programs synergy, leading quality assurance efforts, providing strategic input, ensuring timely and quality implementation, ensuring compliance, coordinating activities, and contributing to proposal writing and donor reporting.

 

Main Responsibilities:

Strategy:

  • Provide strategic input to develop and enhance ADYAN Foundation's programs.
  • Analyze trends and identify opportunities for programs growth and improvement.
  • Develop implementation plan that is matching with strategy priorities.
  • Oversee the implementation of strategic plans and initiatives.
  • Ensure alignment of programs activities with organizational values and goals.

 

Quality Assurance and Compliance:

  • Develop and implement quality assurance processes for programs delivery.
  • Regularly review and enhance programs methodologies and outcomes.
  • Ensure all programs comply with legal, regulatory, and donor requirements.
  • Supervise up-to-date documentation and records for all programs.
  • Work closely with M&E team to develop and implement robust monitoring and evaluation frameworks.
  • Use data and feedback to drive continuous improvement in programs.

 

Coordination:

  • Coordinate with internal and external stakeholders to ensure effective programs execution.
  • Facilitate collaboration between different programs teams and departments.
  • Ensure programs are implemented on time and within budget.
  • Monitor programs progress and make necessary adjustments to achieve objectives.

 

Proposal Design and Reporting:

  • Oversee technical and programmatic designing proposals design for new projects and funding opportunities.
  • Identify new partners through networking.
  • Collaborate with the fundraising team to identify and pursue new funding sources.
  • Review and ensure the accuracy and quality of reports submitted to donors.
  • With Projects managers, maintain regular communication with donors to provide updates on programs progress.

 

Lead the Program Team:

  • Provide leadership and guidance to programs/projects managers and staff.
  • Foster a collaborative and motivated team environment.
  • Promote a coordination and synergy culture.
  • Develop programs’ team capacity building plan.
  • Supervise and provide technical support to all of Adyan’s Programs Departments.

 

Strengthen Adyan’s concepts:

  • Enhance the understanding and implementation of ADYAN's core concepts across all programs and projects: Freedom of Religion and Belief, Inclusive Citizenship, Religious Social Responsibility, etc.
  • Supervise the employment of research and educational tools to effectively promote and integrate these concepts into programs activities.

 

Support with Communication:

  • Collaborate with the communication team to promote programs achievements.
  • Contribute to the development of communication materials and strategies.

 

Representation:

  • Regularly meet with donors to discuss programs progress and future opportunities.
  • Build and maintain strong relationships with donors and partners.
  • Represent Adyan in relevant networks.

Qualifications: Masters in political sciences, international affairs, NGO management, social work or a related field degree. Minimum of 10 years of experience working with NGOs. Demonstrated expertise in Social Cohesion and Human Rights. Expertise in Freedom of Religion and Belief, policy making, advocacy, education, inclusive citizenship, religious social responsibilities or community engagement is an added value. Proven track record in research, strategic planning and implementation. Experience in leading and managing programs teams. Strong background in monitoring and evaluation. Proficient in proposal writing and donor reporting. Fluent in both English and Arabic. Detail-oriented, problem solver, pragmatic and creative thinker. Excellent team leadership and coordination skills.
