Background

Trócaire is a partner-oriented organisation, committed to the principles of localisation of development and humanitarian aid; including building the capacities of its local partners wherever it works to ensure their ability to operate effectively and respond to humanitarian emergencies or crises with measurable impact.

Trócaire is currently implementing a project funded by RDPP, in collaboration with three partner organizations. It aims to enhance the Human Resource Management (HRM) capabilities of its partners. This initiative is part of a broader effort to improve HR practices and standards, ensuring effective recruitment, staff care, development, and performance assessment.

Location: Beirut, Mount Lebanon, Bekaa, Zahle

Objective

The primary objective of this consultancy is to provide capacity strengthening in HRM to the three partner organizations through targeted training and mentoring. The consultant is expected to provide training and guidance to the targeted staff in line with their identified needs and priorities. For example (but not limited to): revision and enhancement of HR policies and practices, addressing identified gaps and ensuring alignment with best practices.

Scope of Work

The consultant will be responsible for the following tasks:

  1. Assessment and Analysis
    • Conduct a comprehensive assessment of the current HR policies, practices, and gaps of each partner organization through an FGD with HR focal points with all three organisations aiming to gain a better understanding of their needs and gaps.
    • Consequently, submit an inception report inclusive of an analysis of the identified areas, priorities and common subjects.
    • Develop and submit tailored training proposals in line with the identified needs.
  2. Training and Development
    • Develop and deliver a 2-day joint training session for relevant partner staff and focal points. The trainer is expected to propose and include appropriate evaluation tools that will help in measuring the transferred knowledge pre and post training.
    • Training topics may include but are not limited to recruitment, staff care, staff development, and performance reviews etc.
  3. Mentoring and Support
    • Organize and deliver tailored individual sessions for each partner over the course of three days to support the latter in reviewing and incorporating HR best practices and improvement actions as identified before and after the training. This is expected to be delivered for each partner separately.
    • Develop tailored HR action plans for each partner inclusive of: recommended ways forward for the partner organisation to sustain and enhance their efforts in HR practices. Note that ways forward are not to be duplicated from whichever support the partner will receive during the coaching session.

The overall outcome of this phase is to assist in revising the partners’ HR policies to align with best practices and identified needs as well as ensuring that revised policies address critical areas such as recruitment processes, staff care, development, performance assessments, and contract development (in addition to any topics identified as a priority by partners).

 

  1. Reporting and Documentation
    • Prepare and submit a final report detailing the activities conducted, key findings, recommendations, and outcomes of the consultancy for the overall training and coaching.
    • Prepare and submit a tailored report for each of the three partners detailing action plans, ways forward as well as main findings and results of the intervention.

  • Inception report following phase 1 entailing the required details, findings and plans.
  • Develop and submit training curriculum in line with the partner priority needs inclusive of proposed modalities, exercises, agenda and evaluation tools.
  • Tailored HR action plan for each partner organisation.
  • Final consultancy reports (final overall and tailored per partner) including activities, findings, recommendations, and outcomes.

  • Timeline

    The consultancy will span over a period of 23 days as follows:

  • Assessment and Analysis: [4 days]
  • Training Preparation: [3 day]
  • Joint Training Session: [2 days]
  • Mentoring and Support: [3 days per partner i.e. 9 days]
  • HR Action Plans Development: [3 days]
  • Reporting and Documentation: [2 days]
  • Time should be factored in for Trócaire to review and comment on the report and other outputs, and for the consultant to make revisions based on Trócaire’s feedback (approximately 2 days). The submitted final products will require the final review and approval by the Partnership Program Manager for the consultancy to be brought to conclusion.
  • Qualifications and Experience
  • Bachelor / Master’s (preferred) in Human Resource Management.
  • Proven experience in HR management and capacity building.
  • Strong knowledge of HR policies, practices, and standards in the NGO sector.
  • Proven experience in conducting similar training and mentoring.
  • Excellent communication and facilitation skills.
  • Arabic language is a must.
  • Ability to travel to partner offices in Lebanon as required.
  • Ability to work collaboratively with diverse partners.
  • Strong analytical and report-writing skills.
