Project: Menstrual Hygiene Project

With funding from UN Women and the Australian Government, Acted will implement activities tackling period poverty/menstrual hygiene issues. As a part of this, Acted supports a community-based entities to set up a manufacturing facilities for the local production of menstrual hygiene products in Bourj Hammoud, Saida, Tripoli and Zahle. The project will provide support for equipment and raw materials, as well as staffing support to kick start operations and sales for three months. In addition, the project will provide vocational & life skills training to vulnerable populations working on production & sales.

Acted is now seeking a legal broker to support in the registration and the collection of the required documents of the Zahle factory with the relevant public authorities.

 

  1. Objectives:
  • To ensure the successful collection of the required documents for the registration of the Zahle factory at the Ministry of Industry in Lebanon.
  • Support on the follow up and collection of the required documents for the registration of the existing factories in Saida, Beirut and Tripoli at the Ministry of Industry in Lebanon.
  1. Deliverables:
  • Pro-active collection, continuous in-person follow-up and revision of all documentation required for factory registration in Zahle during the project period (list of required documents is as follows (but not limited to:
  • License of construction and investment to the Ministry of Industry.
  • A copy of the applicant’s ID.
  • A certificate of registration and a statement of knowledge and information (if it is an organization).
  • A certified copy of the power of attorney from the president and representative of the organization issued by a notary (if the concerned party is unable to submit the application)
  • Factory/establishment building maps.
  • A map of the concentration of industrial machines and equipment and the arrangements that are to be made in the industrial establishment, especially in the production department, stamped with the engineer’s stamp and his union number, and supported by photographs of the establishment from inside and outside.
  • Real estate statement.
  • A statement of planning and easement, with the special conditions of the region’s system if it is regulated.
  • A lease document certified by the municipality, a bond certified by the municipality, a title deed, an investment contract, or a concession from a notary public.
  • Municipal clearance.
  • Statement of the opinion of the Municipal Council regarding a license application for an industrial establishment.
  • Occupancy/residence license.
  • A complete study on: - Manufacturing method:
  • How to dispose of the waste resulting from the factory (wastewater and solid waste) by establishing additional facilities without harming public health and the ocean and without polluting surface and groundwater.
  • Copy of: - Insurance policies (against fire, work accidents, against third parties), - Payment receipts to the insurance company, - Insurance application form.
  • Signature of the pledge.
  • The expert is requested to advise if additional documents are needed
  • Identifying and addressing any legal or regulatory issues that may arise during the registration process.
  • Liaising continuously and pro-actively with all manufacturing entities, relevant public institution, public agents, and relevant local authorities, to ensure proper collection of needed documents.
  • Monitoring the progress of the registration process and providing weekly updates to the Acted junior Project Manager including progress and any challenges encountered and solutions proposed.
  • Advising the factories on any fees, taxes, or other financial obligations related to factory registration.
  • The expert will cover the needed fees for the POA.

 

3. Qualifications:

  • Good communication skills
  • Ability to work efficiently and meet deadlines
  • Experience in clearing transactions within any public institution with emphasis on the MOI procedures.
  •  Strong knowledge of process with Lebanese governmental entities regulations and procedures in registration of small enterprises / factories.
  • Experience working with NGOs and NGO registration is a plus.
