The technical proposal is to include:

  • The candidate’s most recent CV, indicating all past experience from similar assignments, contact details and three professional references (max 2 pages);
  • Brief description of why the candidate is most suitable for this assignment (max 1 page);
  • Financial proposal indicating the all-inclusive fixed total contract price, supported by a breakdown of costs.

Deliverables & Indicative Timeframe

  1. Reviewing the project's literature and documentation.
  2. Identifying relevant private sector companies, academic institutions, and other stakeholders within the ICT sector, and initiating contact with them.
  3. Mobilizing relevant stakeholders, organizing, and accompanying the international consultant during their meetings with these local stakeholders (week of September 4 to 7, 2023).
  4. Providing support to the international consultant in addressing their questions and considerations about the sector.
  5. Supporting the international consultant in analysing market data and extracting actionable scenarios.
  6. Reviewing and sharing their comments and observations on the draft concept note.
  7. Conducting regular meetings with the international consultant and the Swisscontact team.

The anticipated duration for this task is from September 1st to December 31st, 2023. However, only a cumulative span of 10 to 12 working days will be required throughout this timeframe.

Required Skills & Experience

The consultant should have:

  • An advanced university degree (at least a master's) in a relevant field, such as ICT, business administration, economics, international trade, local economic development, or a similar field.
  • A minimum of 5 years of proven relevant work experience in technology clusters, preferably in the realm of local economic development, private sector development, and business development services.
  • Excellent communication skills and a robust network.
  • Extensive experience in development research, feasibility studies, report writing, and report editing.
  • A strong understanding of the socio-economic and political context in Lebanon.
  • Fluent proficiency in both written and spoken English and French, with a good command of Arabic highly desirable.
