TEAM PURPOSE: Oxfam in Lebanon is increasingly working at local, national and international levels to “ensure that women and men are protected and empowered to enjoy their basic rights and access services enabling them to live in dignity within a more equitable society.” To achieve this vision, Oxfam in Lebanon implements activities under three main programmatic pillars, which are the Governance and Economic Justice pillar, the Humanitarian Pillar, and the Beirut Response Pillar (in response to the Beirut blast of August 4th, 2020).

The Governance Program aims to empower marginalised women and men, particularly youth, to exercise their basic rights to influence decision-making in support of more accountable, effective governance, particularly in relation to respect for basic rights, access to services, resource management and distribution, and gender equity.

JOB PURPOSE: Oxfam in partnership with COSV and Beyond Group is implementing a European Union Trust Fund (EUTF) funded project entitled “Social Entrepreneurship Ecosystem (SEE) Change”. The project is implemented between September 2020 and August 2023 in Bekaa, North Lebanon and Mount Lebanon. SEE Change aims to build social entrepreneurship monitoring tools and establish monitoring units on the community level; to strengthen SEs through financial and non-financial support as well as unique incubation programs; to strengthen social entrepreneurship support organizations (SESOs) through capacity building and networking initiatives; and, on the policy and advocacy level, to facilitate a common advocacy strategy for members of the ecosystem, to support existing networks and to contribute to the adoption of a legal framework for social entrepreneurship. 

 

Under the supervision of the Project Manager, and in close coordination with the Research & Policy advisor at Oxfam in Lebanon, the Community Mobilizer (CM) is responsible for engaging the community, creating trust-based relationships and facilitating project’s activities in the various implementation areas in the North. Under direct line management of the Oxfam “SEE Change” North Project Manager, she/he will be responsible for the organization of activities in Tripoli region, ensure local participation and ownership and timely and quality delivery of activities and outputs. In addition, she/he will report to and coordinate with the Research & Policy advisor at Oxfam in Lebanon on advancing the legal and institutional frameworks for SE in Lebanon.

 

The CM is expected to work closely with the Active Citizenship & Good Governance and Economic Justice programme teams and the Oxfam Policy team towards common objectives and to report to SEE Change Tripoli Project Manager. The CM is expected to be stationed in the Beirut office with daily travels to various areas in North and Mount Lebanon region.

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)

 

Project Cycle Management & Programme Quality (45%)

  • Support the implementation of the activities in Beirut and Mount Lebanon region, guided by the Project Manager;
  • Work closely with the local communities in the Beirut and Mount Lebanon and lead in presenting the project, mobilizing the youth and engaging locals.
  • Manage day to day implementation and monitoring of the activities.
  • To report regularly, verbally and in writing to the SEE Change North PM on regular basis on programme progress;
  • To provide necessary information to support the PM in regular reporting to the donor;
  • Ensure project activities have the appropriate visibility in compliance with donor requirements and procedures;
  • Liaise with the project partners and coordinate mutual tasks in compliance with project objectives;
  • Support implementation of policy and advocacy activities related to advancing the legal and institutional frameworks for SE in Lebanon.
  • Liaise with and convene key social entrepreneurship ecosystem actors around the agreed advocacy objectives and facilitate targeted exchanges.

 

 

Representation & Advocacy (30%)

 

  • In coordination with SEE Change North Project Manager and project partners, develop and maintain positive relations with relevant municipalities and MOSA SDCs and other counterparts at the field level.
  • In coordination with the Research & Policy advisor, work with relevant SE community members on the SE advocacy strategy and action plan for an enhanced legal environment and with decision makers to endorse legal documents and SE policy-related documents and law.
  • When needed, in coordination with the PM, participate in the Livelihoods and Social Stability working group in the North Governorate representing Oxfam and coordinate concerning SEE Change activities with stakeholders active in the area.
  • Promote the values of the consortium, coordinate with external actors and represent the consortium at the field level. Ensure that meetings are documented, and results circulated to appropriate staff, and consortium member partner focal points on a timely basis.
  • Assist with the coordination of visits of donors, and/or partners related to the project.

 

Budget & Financial Management (10%)

  • Coordinate with the PM on initiating relevant procurement processes, with support from Logistics, in line with programme spending and procurement planning.

Reporting & Communication (15%)

  • Monitor program implementation and ensure regular reporting to PM, including on reporting on policy and advocacy related activities under SEE CHANGE;
  • Maintain clear lines of communication with project staff and, at the field level, ensure internal communication among consortium members and project staff is effective.

EXPERIENCE, KNOWLEDGE & COMPETENCIES

Essential

  • Minimum 3 years professional work experience in international humanitarian/development work, including in the MENA region;
  • Work experience involving policy influencing, networking and alliance building with other agencies (Essential), with at least some of this experience in the Lebanon or Middle East environment (highly Desirable)
  • Demonstrated technical expertise and experience in local economic development, Social Entrepreneurship support/grant distribution/ livelihoods and/or social cohesion/ humanitarian programming.
  • Knowledge implementing monitoring systems to track the effectiveness of programmes and activities and an ability to build cooperative, professional relationships with partners and peer organizations;
  • Demonstrated project, management experience, including in working with local partners;
  • Commitment to equal opportunity and gender policies. Demonstrated experience in integrating gender and diversity issues into programmes.
  • A bachelor’s degree (post-graduate strongly preferred) in international relations, business administration, management, human rights, social sciences or related field;
  • High-level communications and people skills;
