Through INARA, USAID seeks to increase the supply of electricity generation at the community level and to increase the cost-effectiveness, eco-friendliness, sustainability, and reliability of power supply, while clarifying and strengthening the enabling environment for renewable energy-based electrical power generation.

The project will run for 5 years and started in September 2021. The position is based in Beirut, Lebanon. This position will start in October as full-time employee contract.

Role and Responsibilities

The Senior Procurement and Grants Officer is responsible to ensure compliance with the appropriate rules and USAID regulations in providing procurement support for project staff and activities. The officer will support administrative grants management, selection processes, negotiations, and grants awards.
The Senior Procurement Officer will be directly reporting to the Procurement and Grants Manager.

 

Specific duties include: 

  1. Ensure compliance with the appropriate rules and USAID regulations in providing procurement and Grants support for project staff and activities
  2. Provide procurement and Grants support in a timely and efficient manner in the acquisition of a wide variety of goods and services for efficient field operations.
  3. Assist in drafting and preparing tender documents (e.g. Invitation to bids, Request for Proposals and Request for Quotations) including bid evaluations based on the nature of the requirements and cost of procurement involved.
  4. Ensuring grant management in accordance with relevant regulations, including but not limited to reporting, audits, and performance monitoring in accordance with INARA policies and USAID regulations

 

  1. Obtain quotations/proposals and ensure submission within required timeframe.
  2. Coordinate with end users in the review and evaluation of quotations/proposals against the specifications/terms of reference/statement of work and in consideration of best value for money.
  3. Work directly with local, regional, or international vendors, service providers, and subcontractors to obtain quotations and/or initiate procurements of requested commodities, works, and services.
  4. Prepare and issue Purchase Orders/Supply or Service Contracts.
  5. Review, draft, and negotiate contracts with third parties.
  6. Participate in supplier contract evaluations, negotiations, and project alignment with key suppliers and with a variety of business partners.
  7. Coordinate and monitor the delivery of procurement requisitions and orders and perform follow up actions to ensure supplies/services reach field operations in good and complete order and delivered according to project implementation schedule and required technical specifications/terms of reference.
  8. Maintain records of all processed transactions ensuring that an efficient filling system for record of all quotations, copies of records of expenditure, receipts, local order forms, etc. are kept.
  9. Prepare Request for Payment for submission to Finance department for timely processing of payment to vendors.
  10. Coordinate with Subcontractors and Vendors on payment.
  11. Participate in sourcing projects to identify supplier options, conduct supplier/vendor evaluations, and implement solutions.
  12. Develop and maintain preferred and approved supplier list, use spend analytics to influence business decisions
  13. Ensure proper Due Diligence and Vetting process in accordance with DT Global and USAID regulations.
  14. Monitor contracts and purchase orders issued to vendors and follow up as necessary to ensure compliance with terms and conditions in coordination with INARA’s technical and operations teams.
  15. Prepare the required approvals to ensure compliance within DT Global and USAID requirements.
  16. Conduct market research in coordination with both technical and non-technical team.
  17. Liaise with vendors and subcontractors and serve as their point of contact throughout the procurement process: arrange bidder meetings, compile clarification questions from bidders and work with INARA’s technical team to prepare responses; coordinate evaluation committees, vet vendors and service providers, etc

 

Required and Preferred Qualifications:

  • Bachelor’s degree in Business or related field required. Other relevant certifications will be considered.
  • Experience in managing small grants portfolio is preferred.
  • Minimum of five (5) years of previous experience in a professional procurement role, including at least 3 years with an International Implementing Partner or Non-Governmental Organization.
  • Prior experience working on USAID funded projects or similar donors.
  • Proactive in anticipating problems and promoting functions.
  • Ability to work with diverse teams in a fast based environment.
  • Good communication skills- fluent in both spoken and written English and Arabic.
