Monitoring and Evaluation Officer

The project for which this role will be responsible is a history project UMAM D&R is undertaking in Lebanon entitled “A Cross Section of a History.” This project will create a space to explore and deepen understanding of the socio-political histories of specific communities within Lebanon to trace and explore their historical dynamics until today. This project aims to directly engage with community members around Lebanon and in the diaspora, as well as academics and experts. The outputs of the project will be a research report and collections of archival material.

Main Responsibilities:

• Developing clear tools for monitoring and evaluation linked to the project implementation process.
• Performing pre- and post-evaluations to make sure that the mission and the objectives of the interventions and activities of the project are met.
• Sharing with project director periodical evaluations, which need to have qualitative and quantitative indicators.  
• Working with the Project Manager & Operational Manager to develop and implement project-specific M&E plans to meet the projects' requirements.
• Monitoring the project outputs and outcomes according to log-frame and overseeing the implementation timeframe.
• Prepare and develop status reports for management.
• Provide feedback as required on field observations and monitoring findings to the Line Manager.
• Assuring quality collection of data (timeliness, accuracy, validity, reliability, integrity, completeness).
• Producing reports as per the project M&E plan’s reporting schedule.
• Ensure that reporting on actuals and targets is completed as per the guidelines.
• Ensure adherence to planned schedules, data collection targets, and reporting deadlines.
• Ensure proper documentation procedures.
• Evaluating the project implementation and workflow.

Requirements: 

• University degree in a relevant social science field. 
• Strong and proven experience in M&E is a must. 
• 5 years of relevant work experience using research methods with mixed-methods data collection and analysis skills, and deep knowledge of the key concepts and theories underpinning expert debates on the topic. 
• Fluency in written and spoken English and Arabic is required.
• Strong organizational and time management skills, including the ability to work independently on multiple projects with competing deadlines. 
• Meticulous attention to detail.
• Excellent communication and presentation skills, specifically the ability to deliver succinct and persuasive analysis.
