The Republic of Lebanon represented by the Ministry of Agriculture (MoA) has received a Grant from the International Fund for Agricultural Development (IFAD) toward the cost of the Climate Smart Agriculture: Enhancing Adaptive Capacity of the Rural Communities in Lebanon (AgriCAL) Project and intends to apply part of the proceeds of this Grant for the recruitment of Consulting Services provided by an Individual Consultant: as part of the Post of Expert to developing appropriate knowledge products for all project components for the Ministry of Environment.

The objectives of this assignment are:

  • The designing of the studies and guidelines (minimum 2 guidelines from LARI, subject to be determined by LARI focal point) and their content for eventual publication,
  • The development of 14 infographics on the main results and
  • A short animation video on climate change adaptation and agriculture.

The Ministry of Agriculture now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  • Master’s degree in multimedia design, graphic design, art design or any related fields (20 points).
  • Minimum of 5 years of relevant experience (20 points);
  • Previous experience in the production of communication material, infographics and animations with high proficiency (submit portfolio and links to previous similar works (at least three) in the past 5 years)) (30 points);
  • Experience with international organizations is a plus (15 points);
  • Excellent interpersonal and communication skills (5 points);
  • Fluency in written and verbal English; Arabic is a plus (10 points);

The attention of interested Consultants is drawn to IFAD’s policy on conflict of interest situations that must be avoided as described in IFAD’ Project Procurement Guidelines – September 2010.

A Consultant will be selected in accordance with the Consultant Qualifications Selection (CQS) method set out in IFAD’ Project Procurement Guidelines – September 2010. The top qualified expert will be invited in due course to submit a technical and financial proposal.

CQS – Individual Expert

  1. Background of the Project

The Adaptation Fund Board approved in June 2012 the Full Sized Project Grant entitled “Climate Smart Agriculture: Enhancing Adaptive Capacity of the Rural Communities in Lebanon (AgriCAL)” submitted by IFAD. The Project aims to increase community resilience and adaptive capacity to climate change in the Project Area. The objective of the Project is to support the implementation of climate change adaptation measures in the agriculture sector in the Project Area through four components: (i) increased water availability and efficient use through water harvesting and irrigation technologies; (ii) increased adaptation to climate change for crop production; (iii) increased resilience of shepherds and small ruminants to climate change through sustainable rangeland management; and (iv) climate index insurance initiated, policy influenced and lessons learned and shared through a knowledge management system.

2. Scope of work and expected outputs/deliverables

The impacts of climate change and the increasing occurrence of extreme events can severely damage crops and aggravate or cause hazards that can damage assets in production, marketing and agriculture based livelihood. Crop production is influenced by even the slightest change in temperature and water availability, severely affecting vulnerable groups who have no or limited access to resources and livelihood options in order to adapt. Thus, reducing risks from disasters while adapting to its impact require collective action from the national and local levels.

In order to increase adaptation potential of Lebanon, studies have been prepared by the AgriCAL project to: (i) analyze mainstreaming opportunities for climate reduction measures in policies, regulations, (ii) identify the synergies and opportunities between Disaster Risk Reduction and Climate Change Adaptation, (iii) the installation of irrigation network for hill lakes for the Green Plan, (iv) the rain water harvesting system, (v) the rangeland management plan in the ministry of Agriculture, and (vi) the early warning system and (vii) climate change techniques and guidelines in the Lebanese Agricultural Research Institute (LARI).

the main tasks under this consultancy include:

Under the direct supervision of the AgriCAL project Director, the consultant main task aims at the development dissemination material for all studies including:

1) The designing of the studies and guidelines (minimum 2 guidelines from LARI, subject to be determined by LARI focal point) and their content for eventual publication,

2) The development of 14 infographics on the main results and

3) A short animation video on climate change adaptation and agriculture.

The consultant will work in close collaboration with AgriCAL focal points of every concerned Ministry (focal point of Ministry of Agriculture, focal point of Green Plan, focal Point of LARI and the focal point of the Ministry of Environment and the UNDP climate change projects at this Ministry of Environment.  ).

The Project Coordinator and AgriCAL focal points shall approve the content and the script. The project will not purchase any music rights or other elements to be used in the video. It will be the full responsibility of the consultant.

The Consultant shall submit the following deliverables:

Deliverable #1: Designing of reports and guidelines

The consultant shall deliver the following (preference for A4, portrait, colored)

  1. Design of a cover page including all logos
  2. Design of table of content, list of tables, and list of figures section 
  3. Design of chapter separators and annexes
  4. Finalize three (3) separate reports (1 report for the studies of the Ministry of Environment. 1 report for the Green Plan and 1 report for the Ministry of Agriculture). Each report shall contain minimum of 30 pages including graphs and tables) and submit them in format ready to be sent for printing agencies (printing outside the scope of this assignment)
  5. Finalize two (2) LARI guidelines with the coordination of LARI focal point. The consultant shall submit the two guidelines in format ready to be sent for printing agencies (printing outside the scope of this assignment)

Deliverable # 2: Preparation of 14 infographics (in English)

The Consultant should develop and design two (2) infographics per study (fourteen (14) in total) including the following:

  1. Identification of main messages from the studies to be communicated through infographics (after confirmation and approval of the project team);
  2. Designing of 14 infographics in total to illustrate the main messages.

Deliverable #3: Designing of Thirty (30) seconds animation video

The consultant shall deliver a thirty (30) seconds animation video with voice over In English and with Arabic subtitle on climate change and agriculture in Lebanon. The content of the animation video will be proposed by the consultant and approved by the PCU before rendering.

3. Time Frame

The Consultant shall work in close coordination with AgriCAL focal point of the Ministry of Environment. The Consultant shall submit in English the Three (3) deliverables to the Contracting Authority in three (3) hard copies each in color and one digital copy each according to the following time frame:

Deliverable # 1: within One (1) month after the contract signature.

Deliverable # 2: within Two (2) months after the contract signature.

Deliverable # 3: within Three (3) months after the contract signature.

4. Expert qualifications and profile

  • Master’s degree in multimedia design, graphic design, art design or any related fields (20 points).
  • Minimum of 5 years of relevant experience (20 points);
  • Previous experience in the production of communication material, infographics and animations with high proficiency (submit portfolio and links to previous similar works (at least three) in the past 5 years) (30 points);
  • Experience with international organizations is a plus (15 points);
  • Excellent interpersonal and communication skills (5 points);
  • Fluency in written and verbal English; Arabic is a plus (10 points).

The passing score is 70. The Individual Expert that scores the highest based on the above criteria and weights and interview will be invited to submit a technical and financial proposal.
