  • About LOGI

LOGI is an independent non-governmental organization based in Beirut that promotes the transparent and sound management of Lebanon’s oil and gas resources. It aims to develop a network of Lebanese experts in the global energy industry and provide them with a platform to educate Lebanese policy makers as well as Lebanese citizens on the key decisions facing the oil and gas industry. It focuses on public awareness, policy development, advocacy, and capacity building to help Lebanon maximize the economic and social benefits of its oil and gas wealth – and avoid the resource curse. LOGI is the first and only Lebanese NGO member of Publish What You Pay (PWYP).

  • Problem Addressed

LOGI works across several pillars of the extractive decision chain. In particular, it focuses on the allocation of rights processes (laws and policies, contracts, environmental impacts, and licensing process) and revenue management. Subsequently LOGI produces several recommendations and key advocacy positions that if adopted by decision makers will ensure sustainable use of revenues from our natural resources.

To that end, LOGI is launching a call for proposals to develop a report around the procurement process that took place in the exploration phase of Block #4 as part of Lebanon's Oil and Gas Offshore activities.

  • Project and Services to be Provided 

Accordingly, the consulting company or individual consultant will be required to:

1. Develop a report (including an executive summary) that answers the following questions/topics:

-Presentation of the procurement process adopted for the Block 4 exploration (Total's procurement process). Was this procurement process followed?  

-Were there any discrepancies or gaps between the legislative framework in Lebanon and Total's procurement process? If yes, were these discrepancies or gaps reconciled? 

-Was the Lebanese decree on subcontracting complementary to Total's procurement process or were there any contradictions? 

-LOGI's recommendations in 2018 on subcontracting were not accounted for: How did this influence the procurement process? How was it manifested? What are the recommendations moving forward?

2. Present findings and lead on a roundtable discussion organized by LOGI involving unions, companies, academia and relevant ministries and administrations to discuss the findings of the report in item 1. 

3. Produce a SMART set of recommendations with key action steps for stakeholders to enhance the employment opportunities for future drillings

A. Approach

The consulting company or the consultant must further optimize the overall consultancy proposal highlighted in the ToR. The service provider should propose the approach and methodology that will be used to deliver the consultancy service. 

The service provider should provide details on previous experience, including project names, clients, and references. 

The service provider will also develop a work plan with clear milestone deliverables and timelines in full compliance with the set timeframe for this assignment.

The proposed detailed approach and work plan should be included in the consultancy proposal to be submitted to LOGI.

The service provider must include sample of his/her previous work (policy briefs/reports)

B. Deliverables

LOGI in partnership with FES shall decide which sections of the report to be considered as public and which are only accessible by LOGI and FES.

  • Contract Period  

September 16 - September 26 (10 days): Submission of proposals

September 27 - September 30 (4 days): Scanning of proposals and meeting applicants

October 1, 2021: Agreement signature

October 17, 2021: Submission of 1st draft

October 24, 2021: Submission of final draft

October 29, 2021: Date of the roundtable discussion organized by LOGI involving unions, companies, academia and relevant ministries and administrations to discuss the findings of the report as mentioned in Section 4 of the RFP. 

Periodical meetings will take place between LOGI focal point and the service provider during the period of the project. Adjustment of dates might be negotiated between LOGI and the consultants.

  • Budget  

Max US 4,000  (fresh dollars). Please note that this amount must cover any taxes that may apply. Please also note that price is a selection criterion.

The tender will be evaluated and selected based on the following criteria:

 

The Qualifications of the Research Team/Researcher: 20 %

The Quality of the Proposal: 60 %

-          Understanding of the Requirements (30%)

-          Analytical Approach (20 %)

-          Implementation Plan (10 %)

The Price: 20 %

Total: 100 %

Experience required:  7 to 10 years

Education degree: PHD or master’s degree

Field of education:  in a relevant field of study (law) with proven track of reports/consultancies and/or publishing

  • Proven experience in training, research, consultancy, and the mentioned topics. 
  • Track record of delivering quality products to tight deadlines.
  • Evidence of supporting the delivery of policies/projects/programs across multiple-teams or across departments.
  • Broad grasp of key strategic issues facing  the energy sector.    
  • Excellent communication, influencing, and engagement skills.
  • Good analysis skills.
  • A self-starter, able to work on their own initiative on complex issues.    
  • As part of the proposal, we require a summary of the consultant/team of consultants that will conduct this service. This summary will highlight any relevant experience or expertise in these fields including publication list, CV, division of tasks among the team members and the percentage of work contribution for each member (if applicable) 
  • Knowledge on good governance techniques and the civil society organizations in Lebanon and preferably from other petroleum producing countries.
  • Knowledge on politics of Lebanon and other resource rich countries in the region. 
  • Knowledge on sustainable resource management of the petroleum sector.
