ABOUT THE STRUCTURE…

Solidarités International is an International NGO working with vulnerable populations, mainly victims of armed conflicts and natural disasters. Specialized for nearly 40 years in the coverage of vital needs, S.I. takes charge of emergency and reconstruction programs.

With respect for cultures and close to the people, Solidarités International implements its programs by combining its skills with those of its employees and local managers.

Solidarités International's teams, made up of around 270 expatriates and nearly 2200 local employees, are today present in 18 countries in Asia, Middle East, Africa and Caribbean where they are particularly committed to fighting diseases related to unsafe water but also in the essential area of food security and livelihoods.

 

ABOUT THE JOB

 

General objective:

 

Under the supervision of the MEAL Coordinator, the MEAL Coordinator Assistant supports the MEAL and programme teams in mainstreaming and harmonising MEAL processes and activities throughout the project cycle. He/she:

  • provides methodological support to all programme teams on technical issues related to MEAL and cross-cutting issues, such as: design of M&E plans, qualitative and quantitative data collection and analysis, measurement of indicators, complaint mechanisms, “do-no harm” analysis, internal and external evaluation terms of reference (TOR), learning exercises...
  • contributes to look over the quality and relevance of internal monitoring and evaluation activities, recommendations and analysis produced by his/her department (studies, maps…)

 

GENERAL FUNCTIONS

 

Strategic orientation

  • Contribute to the production of a comprehensive analysis of the effects (possibly impact(s) of SI programmes through activity monitoring and evaluations conducted directly by the MEAL department or by external evaluators. Issue guidance, lessons learned and recommendations in collaboration with technical coordinators.

 

Proposal development, reporting & communication

  • Support the development and compilation of relevant reporting tools for MEAL teams in the field;
  • Contribute to the review of final versions of monitoring and evaluation reports, studies and analyses produced by MEAL teams;
  • Contribute to the MEAL sections of project proposals and donor reports;
  • Participate in and contribute to project kick-off meetings;
  • Submit their handover report before the end of their contract to the coordination team.

 

The main challenges:

  • Involvement on MEAL priorities on multiple, multi-sectoral programs
  • Need to rapidly gain confidence on different SI MEAL tools

Priorities for the 2/3 first months:

  • Data collection and analysis in view of key donors reports
  • Contributions to upcoming calls for proposal
  • Support MEAL Coo in induction of new MEAL field staff

 

 

 

 

Responsibilities and main activities:

 

Monitoring & programme data management

  • Participate in the development, review and harmonisation of MEAL and programme data management tools (particularly programme monitoring and evaluation plans, collection questionnaires, databases), in conjunction with project managers;
  • Apply procedures associated with good programme data management, in accordance with the responsible data cycle;
  • Review and ensure the relevance of monitoring reports, analysis, maps and recommendations created by the field teams.

 

Accountability & protection mainstreaming

  • Support the roll out of accountability and protection mainstreaming policies by developing relevant and harmonised tools to ensure their proper implementation in the field (complaint management database, reporting formats, protection analysis, etc.);
  • Monitor and validate the various productions related to accountability (review of non-sensitive complaints’ databases, review of monthly reports, etc.);

 

Evaluation & Learning

  • Participate in the centralisation and dissemination of procedures, guides and tools related to the activities of his/her team between headquarters and the field;
  • Participate and contribute to capitalisation/lessons learned workshops organised by technical coordinators and/or programme teams;
  • Support the recommendation tracking process (resulting from internal and external evaluations) and work together with field teams on action plans to ensure they are applied in projects and activities;
  • Ensure that all monitoring tools developed (especially, assessment, monitoring and evaluation) are properly archived, tool templates used by teams from different bases.

 

Training & technical support

  • Provide technical and methodological support to programme teams for the implementation of monitoring and evaluation activities (survey questionnaire development, sampling, collection methodology, useful data extraction and interpretation) and the integration of cross-cutting issues;
  • Support SI teams in creating or adapting tools for: monitoring project indicators and activity results (through a M&E plan and the resulting surveys/tools) or risk factor analysis.

YOUR PROFILE

 

Specific skills and experience:

  • Education: BA in relevant degree
  • Experience:  At least 2 years in MEAL activities with supervisory role
  • Knowledge of : MEAL key principles, quantitative and qualitative surveys methodologies
  • Previous experience with NGO is an asset
  • Problem solving and analytical skills with the ability to assess challenges and recommend solutions
  • Strong training/capacity-building skills
  • Computer literacy with very good command of MS Office

 

Soft skills:

  • Excellent diplomacy skills
  • Good verbal and written communication skills
  • Flexible (will have to take on responsibilities that might not be directly on his/her JD)
  • Mobility to visit different locations (day trip) in Lebanon on a regular basis (weekly).
  • Adaptability to changing work environment and possible volatile security situation
  • Stress management skills: ability to work under pressure to meet tight deadlines, with peaks of heavy workloads;

 

Language:

  • Fluent English and Arabic: speaking, reading and writing skills
  • French are assets

 

Others: 

  • Commitment to the fundamental principles of SI’s charter and ethics

A salaried post: 1,650 USD – Basic salary

Vacation: 1.5 Paid Leaves/month
