Position Summary

The MEAL Coordinator will support the MEAL Manager in carrying out all the strategic and functional responsibilities of design, monitoring, evaluation and learning for all Lebanon Projects currently run out of the Beirut office and support the development and application of Lebanon learning strategy. 

S/he will work under the direct supervision of the MEAL Manager and in close coordination with the Country Director, Project Managers,Project Coordinators and on an occasional basis, S/he will work with the Regional Institutional Learning team based in Amman. This position currently has no supervision responsibilities. The incumbent of this position will be based in Beirut with  frequent travels/visits to the field.

Roles and Responsibilities

The position holder will more specifically have the following Major Duties and Responsibilities:

  • Support quality, conflict sensitive, innovative and effective DM&E process in Lebanon;
  • Support the MEAL Manager in providing ongoing technical support in proposal development, monitoring, reflective practice, evaluation and learning;
  • Provide timely, quality support and guidance to the project team to meet the project’s specific M&E needs; 
  • Implementing Search M&E standards around project planning, baseline studies, data collection tools, monitoring missions and evaluations in Lebanon;
  • Review and ensure common understanding of the project logic framework, indicators, targets, data collection tools, M&E plan  and strategies to evaluate peacebuilding in Lebanon;
  • Enable program teams to utilize evaluation findings and communicate results effectively;
  • Maintain a database to ensure all project outputs and results are accurately recorded and coordinated to inform project staff. 
  • Strengthen DM&E capacities of Search program staff and partners by designing and implementing capacity building activities;
  • Support MEAL Manager and in close collaboration with project teams to develop a context relevant feedback and accountability mechanism that can be used across the country portfolio.
  • Meet regularly with project staff to review progress of project against project objectives, indicators and deliverables, and give meaningful input and recommendations into the project management and institutional learning. 
  • Supporting recruitment and management (if needed) of external consultants for specific projects;
  • Support MEAL Manager conduct internal evaluations when appropriate based on Search Evaluation Guidelines and Policies;
  • Contribute to developing organization-wide DM&E tools, systems, and processes;
  • Supporting the MEAL Manager in designing and implementing a reflection & learning process. In particular, Support the facilitation of cross-organizational learning activities, which includes providing information, guidelines, lessons learned, reflection workshops, and user-friendly learning tools on DM&E designed by the Institutional Learning Team of Search.

Required Profile

Education

Bachelor’s degree in research methodologies, social sciences or related disciplines;

Experience and Qualifications

  • Three (3) to five (5) years of work experience in design, monitoring and evaluation methodologies with at least one year of experience in the M&E in Peacebuilding programs;
  • Proven experience of using qualitative and quantitative data collection and analysis tools;
  • Knowledge of participatory methods, mixed methods, outcome mapping and/or impact evaluation techniques;
  • Collaborative working style that enables coaching and training in M&E principles and best-practices;
  • Demonstrated capacity to coordinate evaluations, including experience developing evaluation terms of reference and recruiting and managing consultants;
  • Extensive knowledge and application of proposal design principles;
  • Knowledge of data software such as STATA, SPSS is an extra;
  • Excellent analytical and report writing skills;
  • A demonstrated commitment to high professional ethical standards and ability to work in diverse workplace environments; and
  • Ability to prioritize, plan and organize workflow to tight timeframes, handle multiple tasks, and be flexible with changing priorities.
