LOCATION: Beirut based with regular travel to Mount Lebanon, North (Akkar), Bekaa (North, West and Central), and South

ABAAD PURPOSE:

ABAAD aims at achieving gender equality as an essential condition to sustainable social and economic development in the MENA region. ABAAD has a proven record in working in addressing GBV in emergency settings through women, boys and girls’ empowerment and improving the quality of multi-sectorial assistance for women and girls’ survivors or at risk of GBV among the host and refugee population.

BACKGROUND:

ABAAD aims at achieving gender equality as an essential condition to sustainable social and economic development in the MENA region. ABAAD has a proven record in working in addressing GBV in emergency settings. “Ending Gender-Based Violence: towards standardization and strengthening quality of services and direct response” is an initiative aiming at reducing the risks of Gender-Based Violence (GBV) through women, boys and girls empowerment and improving the quality of multi-sectorial assistance for women and girls survivors or at risk of GBV among the host and Syrian refugee population.

JOB PURPOSE:

The Monitoring, Evaluation & Learning Officer will be responsible for ensuring that the projects maintain strategic vision and that its activities’ result in the achievement of intended outputs and outcomes in a timely manner and in line with ABAAD’s standards and mission. The MEL officer will be responsible for designing and implementing the M&E activities of the Project; assisting Project Managers & Head of Programs in preparing Quarterly/Annual reports on project progress and will monitor the project activities on a regular basis, developing and maintaining the MIS of the Project and will be responsible for the collection & analysis of different data in relation to the project activities.

REPORTING LINES:
Post holder reports to: MEL Coordinator

KEY RESPONSIBILITIES:

  • Monitor all projects’ activities and progress towards targets;
  • Monitor and evaluate overall progress on achievement of results;
  • Develop and strengthen monitoring and evaluation procedures;
  • Support program staff on ways to properly document, organize and capture program progress & learning;
  • Perform regular field visits to ensure the quality of data collected and to verify the accuracy of reported data;
  • Support and participate in program and project evaluations;
  • Organize and conduct mid-term and post-project evaluations in the target areas;
  • Ensure all activities are implemented according to the logframe indicators;
  • Provide qualitative and quantitative report of the activities;
  • Liaise with SDP and with ABAAD’s technical advisors to develop monitoring and impact indicators for the project’s success;
  • Liaise with MEL Coordinator and  ABAAD’s technical advisors to develop the M&E tools and users’ guidelines and assist the project’s personnel in the use of these tools when needed;
  • Conduct data analysis and provide inputs, information and statistics for monthly, quarterly, annual and other reports to Program Management Team;
  • Assist in coordinating across the multiple components of the overall Program to ensure that M&E/MIS system is effective and in line with ABAAD’s standards and mission;
  • Responsible for the monthly reporting on Activity Info;
  • Assist in research development related tasks as needed;
  • Perform other duties as required.

SKILLS AND COMPETENCIES:

-         University Degree preferably in Business Administration, Economics or related field

-        At least 5 years of experience in M&E/MIS and/or related fields

-        Experience in designing tools and strategies for data collection, analysis and reporting

-        Strong communication and interpersonal skills

-        Commitment to human rights, gender equality, non-discrimination

-        Flexible pro-active attitude

-        Ability to work well as an individual and in a team

-        Ability to manage an unpredictable workload in a challenging environment

-      Ability to organize and accurately complete multiple tasks by establishing priorities while taking into consideration special assignments, frequent interruptions, deadlines, available resources and multiple reporting relationships

-        Ability to work across socio-cultural and religious contexts

-        Belief in ABAAD’s mission and vision

-        Languages: Fluency in spoken and written Arabic, clear and concise reporting in English is strongly preferred. French is a plus
