Development of a Journey Mapping Application for the project:

Journey for Developing a Citizen Focused Digital Platform

1. BACKGROUND INFORMATION

Oxfam in Lebanon and Issam Fares Institute for Public Policy and International Affairs (IFI) at the American University of Beirut are implementing a project titled: “Journey for Developing a Citizen Focused Digital Platform”. The project aims at strengthening civic participation by improving citizens’ access to information regarding administrative procedures related to public services. The design and the content of the platform will be guide by the below citizen-focused approach:

• Mapping and desk review of available information on administrative reform;
• Organization of a design thinking workshop to select two or three procedures to be monitored and development of the journey to be tracked;
• Developing a “Journey Mapping Application” that will be used by citizens to monitor the identified procedure.

2. PURPOSE

Oxfam is looking for a consultant to design a “Journey Mapping Application”.  

This consultancy is open to experienced individuals/firms in Information Communication and Technology (ICT).

3. METHODOLOGY AND PROCESS

The consultant is expected to work closely with the project team in development of the application. Specifically, the consultant is expected to:

• Meet with the project team to better understand the project and it’s objectives
• Attend the design thinking workshop to get familiar with the different journey that will be developed
• Develop a prototype for the application which will be pilot tested by the volunteers
• Adjust the prototype and develop the last version of the application based on the feedback of the volunteers

4. DELIVERABLES

The consultant is expected to deliver

• A prototype of the Journey Mapping Application to be tested
• A final version of the application after being adjusted

5. TENTATIVE TIMELINE

The consultant is expected to be available during the months of July and August 2019.

6. QUOTATION

The consultants are requested to present an offer/quotation which should include the following costs:

• Daily rate
• Estimated duration for delivery
• Other expenses
