The main responsibilities of the Team Leader and Capacity Development Expert include:
- Leading a multi-disciplinary team of consultants to deliver technical assistance to the Ministry of Education
- Ensuring that the programme workplan is designed in accordance with the needs of MEHE and in accordance with agreed long term objectives
- Delivery of workplan, including planning, sequencing and task allocation within the team.
- High level overview of recruitment processes where the core team is not able to deliver planned outputs
- Managing a diverse team of consultants effectively to ensure successful delivery of technical assistance
- Coordination with other donors and their implementation partners in the sector
- Support the MEHE in coordination of selected external donor programs
- Performing quarterly performance reviews of allocated members of the team
- Support in the preparation of different reporting relevant to the project.
- Close liaison on programme progress, risks, and team structure
- Institutionalising and sustaining interventions within the Ministry after project closure
Capacity Development
- Identifying individual, organisational and institutional development opportunities and to draw up appropriate training sessions/action plans agreed with GoL counterparts.
- Working with colleagues on the for more specific capacity building and training on functional issues (PFM, data etc) and ensure that specialists design and deliver these sessions
- Managing, planning and supporting the capacity development process under S2R2 to serve the priorities of MEHE. This will involve building of trusting relationships with senior officials, high-level on-the-job mentoring and building feedback loops to assess capacity transfer since project inception.
- Conducting individual/small group coaching sessions on various aspects of planning and executing sector implementation plans.
- Assisting Team Members (Core, STTA) to align their technical expertise to the current environment.
Planning, management and delivery
- Supporting government counterparts to deliver the annual work plan
- Pinpointing system weaknesses, drawbacks, and reform/re-engineer processes accordingly
- Contributing to the set up systems and processes that lead to the improvement of the sector
- Ensuring coherence on education specific information and processes between the CNA (design and results) work with the wider technical assistance team, to avoid duplication
- Ensuring coherence and complementarity between the education management and other elements of the CNA.
- Work collaboratively with stakeholders to encourage engagement with the questionnaires and interviews, and provide specific information regarding areas for further support and training.
- Collect, analyze and report on data collected through questionnaires and interviews.
PROFILE AND SKILLS:
- Master’s degree in education, management, public administration, planning or any relevant field.
- At least 10-years’ experience in implementing and managing complex projects, including experience with donor-funded projects;
- Demonstrated ability to interact at the most senior levels of government;
- Extended experience of public service delivery in Lebanon or other similar context;
- Expertise in the capacity development of government officials, including senior civil servants;
- Theoretical and practical knowledge of a range of models of implementing and measuring capacity development over time, including executive coaching, competency frameworks and institutional development strategies;
- Ability to implement a range of models of provision of Technical Assistance to both individual/team levels within MEHE
- Substantive work experience at a leadership level in project management, evaluation, program design and delivery;
- Experience of a variety of methods to sustain the benefits of technical assistance interventions after programme closure
- Knowledge of the current structure and challenges facing the education system in Lebanon;
- Demonstrated ability to stimulate focused and productive dialogue at government senior level;
- Strong leadership skills and team management abilities;
- Excellent inter-personal skills and emotional intelligence
- Strong public presentation and communication skills one or more of Arabic, English and French
